This team provided Metro with an assessment of conditions along the power line corridor on the proposed Westside Trail. The team developed trail goals and objectives, as well as criteria by which to assess the study area. The final product highlights opportunities and constraints for meeting the trail's goals and objectives, and a set of recommendations for the trail. This project was conducted under the supervision of Ethan Seltzer and Sumner Sharpe.

While many people both inside and outside Oregon envision the state as a place of picturesque coastal bluffs, mountain ranges, the Columbia River Gorge, and oldgrowth forests, the population is primarily urban. It has been for many decades. In 2000, three-quarters of Oregon’s 3.4 million residents lived in towns and cities. Almost one-half of Oregon’s population lived in the metropolitan Portland area. This paper offers an overview of population dynamics in the Portland-Vancouver metropolitan area, which includes five of Oregon’s thirty-six counties–Clackamas, Columbia, Multnomah, Washington, and Yamhill–and Clark County in the state of Washington. While many factors are unique to communities on both sides of the Columbia River, our local and regional landscapes unite us and provide a shared sense of place. Bald eagles from the headwaters of the Tualatin basin are just as likely to forage in the Vancouver Lake lowlands as on Sauvie Island. Proximity to the Columbia Gorge, coast, high desert, and the Cascades adds to the region’s mystique and quality of life. Portland-Vancouver operates as a regional market for labor, housing, entertainment, and a broad range of goods and services. The 2006 Regional Business Plan was developed with the understanding that each part of our region is linked economically and that the economic performance of each community depends on the success of its neighbors. Nevertheless, the region is not economically homogeneous. Each community demonstrates specific industry concentrations. These concentrations are driven by factors that encourage similar or linked businesses to locate near one another. The Tigard-Tualatin School District (TTSD) enrolled 12,300 students in Fall 2006, an increase of 167 students (1.4 percent) from Fall 2005. Growth was concentrated in the elementary grades (K-5), which grew by 195 students (3.6 percent) between Fall 2005 and Fall 2006. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). School District Enrollment Forecast Reports
The area served by the Three Rivers School District (TRSD) has experienced population and housing growth in recent years, but the District’s K-12 school enrollment in 2006-07 is 17 percent lower than its 1995-96 peak. Total K-12 enrollment has fallen in each of the past 11 years and is now lower than in any of the past 30 years. Losses have been greatest in the elementary grades (K-5), which enroll 27 percent fewer students than in 1996-97. The middle grades (6-8) have lost 20 percent in enrollment during the same period, while the high school grades (9-12) have lost only …

The Scappoose School District (SSD) in northwestern Oregon serves the City of Scappoose and the southeastern portion of Columbia County, as well as the extreme northwestern portion of Multnomah County and a small piece of Washington County. The area served by the District has experienced population growth in recent years, but overall school enrollment losses in two of the past five years have negated the gains in the other three years. Significant investments will be required to maintain, operate, upgrade, and expand California's transportation infrastructure if the state is to retain its economic position in the global economy and accommodate a projected near doubling of the current population by 2040. At the same time, available funding for transportation will decline significantly over the next 15 years if the current transportation finance system remains unchanged. This report analyzes a range of alternative sources of revenue, as well as different finance options. BACKGROUND AND OBJECTIVES: Early-life exposure to environmental tobacco smoke (ETS) can result in developmental delay as well as childhood asthma and increased risk of cancer. The high cost of childhood asthma related to ETS exposure has been widely recognized; however, the economic impact of ETS-related developmental delay has been less well understood.
METHODS AND RESULTS:The Columbia Center for Children's Environmental Health (CCCEH) has reported adverse effects of prenatal ETS exposure on child development in a cohort of minority women and children in New York City (odds ratio of developmental delay = 2.36; 95% confidence interval 1.22-4.58). This is a working document and is the second report in this series. In section one the document begins by reviewing the origin and definition of "Cascadia" as a named place. Section two includes a description of the Cascadian landscape, and the issues and conditions in both its metropolitan and nonmetropolitan areas. Section three present four strategies for growing, stewarding, and sustaining Cascadia along "ecolopolitan" lines. The document concludes with the next steps for this project.

Understanding where middle-aged and older adults live, where they are moving, how they get around, and the factors influencing these decisions is essential for planning for the future. To gain an understanding of the impact of age-related shifts on housing and transportation demand, Portland State University's College of Urban and Public Affairs, via its Institute on Aging, was contracted to conduct a review of the literature and to analyze existing key local and national data sources. The growth of the elderly population is a major public concern in industrialized countries. Understanding the factors contributing to better health in late life is essential. Canadians appear to be healthier than Americans, yet concrete findings that determine whether older Canadians are healthier than older Americans are missing. The primary goal of this study is to examine the relative importance of the health care system in explaining why older Canadians may be healthier than older Americans. Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 2004-05 fiscal year. Services provided were shown in relationship to the Regional Travel Options program 5-year strategic plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

An independent proprietorship focused on eclectic spiritual quests, a fading historic Protestant denomination, a thriving suburban mega church, and a home base for organized atheism—these seemingly disparate entities are both old and new on the religious landscape of the Portland metro area. They exemplify long-standing patterns in the ways people in Oregon compose individual and corporate religious journeys—fluid, unfettered individual spiritual quests that for some coalesce into communal forms that provide structure, interpersonal connections and spiritual resources. States around the nation are scrambling to find new sources of revenue to maintain and expand their transportation systems. The traditional major source of funds, state and federal fuel taxes, has rarely kept pace with inflation. In most cases state legislatures have been unwilling to raise fuel taxes high enough to cover desired levels of expenditure, thus pushing state and local governments to look for new sources such as sales taxes and tolls. The Gateway Gardens Site Analysis takes a comprehensive look at a largely-vacant land area in Portland’s Gateway District. Currently owned by the Oregon Department of Transportation (ODOT), the 38-acre site currently serves as right-of-way for surrounding freeways, namely Interstates 84 and 205.
The project team developed a sequential process for completing this report. To gain an understanding of the project site, the initial step consisted of identifying key historical events and land uses that formed the site into what it is today. This study focused on a minority coalition formed in 2002 to secure municipal parking lot contracts in the City of Portland, Oregon. It is grounded in Bates and Howell's (1998) theory of barriers to minority entrepreneurship. The minority group's actions are applied to Butler (1991), Prabhu (1999), and Dees' (2001) theory of social entrepreneurship. The formation of the coalition provides empirical support for Allport (195411979) and Pettigrew's (1998) positive intergroup contact theory.
The creation of minority group coalitions for community economic development purposes, using the chamber of commerce structure, adds to the community economic development literature. Further, the intercultural communication …

In recent years there has been a growing interest in using land use planning to reduce reliance on the automobile long-term, through ideas such as smart growth, New Urbanism, pedestrian pockets, and transit-oriented development (TODs). Many growing regions throughout the United States, are turning to these concepts to address problems of traffic congestion and suburban sprawl. However, the effectiveness of such policies in reducing automobile travel and improving livability is largely unknown.
