Wave Energy In Clatsop County, Or: An Economic Impact Analysis, Jeff Renfro, Janai Kessi, Ayesha Khalid, Kyle O'Brien

This study analyzes the economic impacts of building a wave energy commercial generation project in Clatsop County, Oregon. The modeled project is relatively small, and was produced by reviewing relevant wave energy literature and working with two local wave energy developers to estimate the expenditures and related costs of the project. We find that the construction and ongoing operation of a commercial wave energy project would create gains in employment, income, and output in the area as well as preparing Astoria for further wave energy development.

This paper describes a pilot graduate sustainable transportation course developed at the University of Oregon to provide hands-on project experience for students studying sustainability. New approaches to sustainability and transportation pedagogies will provide a galvanizing force for tomorrow’s graduates, who must respond to concerns about climate change and the environment, social equity, and an uncertain economy. They will require an aptitude for both technical skills and collaborative leadership and communication skills. Urban transportation professionals are under increasing pressure to perform data-driven decision making and to provide data-driven performance metrics. This pressure comes from sources including the federal government and is driven, in part, by the increased volume and variety of transportation data available. This sudden increase of data is partially a result of improved technology for sensors and mobile devices as well as reduced device and storage costs. However, using this proliferation of data for decisions and performance metrics is proving to be difficult. We examine land use planning outcomes over a 30-year period in the Portland, OR-Vancouver, WA (USA) metropolitan area. The four-county study region enables comparisons between three Oregon counties subject to Oregon’s 1973 Land Use Act (Senate Bill 100) and Clark County, WA which implemented land use planning under Washington’s 1990 Growth Management Act. We describe county-level historical land uses from the mid-1970s to the mid-2000s, including low-density residential and urban development, both outside and inside of current urban growth boundaries. This project explored the potential of archived multi-day GPS data to expand the understanding of travel-time reliability. While reliability is often observed and considered at the system or segment level, travel-time uncertainty is also experienced at the household and trip level. Any move toward incorporating reliability into regional travel models will necessitate a re-examination of travel-time variation at more disaggregate levels. The analysis uses multiday vehicle-based GPS data analyzed within the Transportation Secure Data Center (TSDC). There were three major goals for the research. During the past two decades, concern about spatial concentrations of poverty and disadvantage has become an ascendant scholarly and policy issue, and research on the effect of neighborhoods on individual and family life chances has grown substantially. The Choice Neighborhoods Initiative (hereafter, Choice), introduced in 2009, is a new federal program designed to address concentrated poverty. Choice, which is functionally the successor to the Housing Opportunities for People Everywhere, or HOPE VI, Program, provides competitive grants to fund redevelopment and revitalization in neighborhoods that have concentrations of poverty and publicly subsidized housing, with the goal of transforming them into neighborhoods …

Nohad Toulan's conception of the place that would house Portland State University's College of Urban and Public Affairs' new facility went far beyond a mere structure. A vital urban plaza that would act as a link to Portland's downtown, a transportation hub, and a gathering place for students and community members, was central to his vision. The objective of this study is to obtain a model and methodology for forecasting carpenter activity for the purpose of forecasting Trust contributions. Employer contributions into the trust are a function of hours worked by carpenter union members. Therefore, by forecasting the hours worked by carpenters, the Trust can easily obtain an estimate for employer contributions.

The Portland Housing Center (PHC) is a national leader in educating and creating first time homebuyers, with outreach efforts that bring diverse households to its services. However, in 2010, PHC recognized that African American customers were much less likely to buy homes, even when they received counseling. The Portland (OR) area’s African American homeownership rate was just 35% (compared to 65% for Whites) and actually declined from 2000 to 2010.

Working with an African American advisory committee and with research guiding development, implementation, and evaluation, PHC developed a comprehensive program around outreach and services to African Americans in the Portland …

The U.S. Department of Housing and Urban Development has identified some “livability principles” which include healthy, safe and walkable neighborhoods and safe, reliable and economical transportation choices. Transit agencies and local governments routinely use metrics to evaluate the performance of transit systems, but a uniform standard of transit data collection does not exist outside of the reporting requirements of the National Transit Database (NTD). Because of the types of data collected for the NTD, the focus of performance measurements is often on ridership and financial performance, leaving aside the question of livability.

Making concrete out of recycled concrete aggregate, or RCA, can be a sustainable and cost-saving alternative to other aggregates. However, the quality of concrete made with RCA is dependent on the quality of the recycled material used. OTREC researchers Jason Ideker of Oregon State University and Jennifer Tanner of the University of Wyoming, with graduate student researchers Matthew P. Adams and Angela Jones, sought to determine some of the primary concerns involved with the use of RCA and to arrive at methods of assessing its durability for use in new concrete.

In recent decades skateboarding has expanded from recreation into a form of transportation. Skateboarders appear to use roadways much as other non‐motorized modes do. However, there is little academic research on the needs and characteristics of the skateboard as a mode. This research reports demographics, multi‐modal and travel behavior findings, and other data from an exploratory mixed‐methods study of skateboarding as a mode of transportation.

Shaun will present on the recently completed pilot demonstration of multimodal arterial performance measures for the Portland metro region, as part of the larger regional concept of operations. Treatments include a permanent bike count station on the Springwater Trail, permanent truck classification stations, Bluetooth travel time stations, as well as leveraging existing transit and signal controller data to paint a picture of the collective modal transportation system.

The Impacts Of Urban Renewal: The Residents' Experiences In Qianmen, Beijing, China, Yongxia Kou

The study examines the influences of the Qianmen urban renewal project on its original residents, which is one of a few demonstration projects under the new policy orientation of urban renewal practices in Beijing, China, entering the new century. It employs "residential satisfaction" as an evaluative indicator to understand the residents' experiences before and after urban renewal. Seventy-two residents were interviewed. Among them, 25 remained in Qianmen; 20 relocated to Hongshan, a neighborhood in the central city area; 21 moved to Longyue, a neighborhood in one of the suburban areas; and 6 residents relocated to other locations.

Although the running of red lights is perceived by motorists as a commonplace behavior for cyclists, little research has been done on the actual rates of cyclist compliance at signalized intersections. Furthermore, little is known about the factors that influence cyclist non-compliance. This research seeks to illuminate the rates of and reasons for infringement against red lights using video footage and survey data from cyclists in Oregon.

Signalized intersections often rely on vehicle detection to determine when to give a green light. The 2009 Manual of Uniform Traffic Control Devices (MUTCD) includes an on-pavement marking and curbside sign that public agencies can use to indicate where cyclists should position themselves while waiting at an intersection. This presentation reviews the effectiveness of current markings, signs, and other methods used to help cyclists properly position themselves over detection.

This research proposal addresses issues of livability at the transit stop. American transit systems have historically been “shoehorned” into existing street networks designed predominantly for cars and trucks. While much research exists on livability and walkability in the context of urban and suburban streets and blocks, bus stops are greatly understudied. This research focused on bus stops and aimed at analyzing their performance in terms of livability, with particular emphasis on perceptions.
