Standing by my bedroom window, looking out at the ocean, a huge wave comes and swallows up my building. Everything around me is gone, including me. I wake up. I am 13 years old and living in the Coney Island Houses on Surf Avenue, Brooklyn, New York. The former United Nations Secretary-General Ban Ki-Moon (2014), repeated the core promise in the 1986 UN Declaration on the Right to Development, in which the General Assembly called for an approach guaranteeing meaningful participation of everyone in development and the fair distribution of the benefits of that development. To this end, partnerships are central and can lead to the dignity of the citizens involved as they participate in the development of their own communities. This research is a case study examining the relevance of three holistic city frameworks—Compassionate Cities, Healthy Cities, and UN Sustainable Development Goals—to the intentional or tacit thinking of city leaders, community leaders, and activists of Marina, California. The purpose of this study is to explore the way(s) in which the disproportionate return of ex-prisoners to socially and economically disadvantaged communities impact(s) specific community structural factors identified in the study. After three decades of withstanding the enduring effects of the mass incarceration, communities stand at the edge of a new era. Economic realities, and the failure of policies designed to deter crime through imprisonment are rapidly ushering in an era of mass prisoner reentry. In 2005 the city of New Orleans experienced catastrophic flooding as a result of the failure of the federal levee system following Hurricane Katrina. This was an immediate disaster that evolved into a longer-term crisis as the city, state, and national government struggled to respond to the event. This study focuses on one part of managing crisis: meaning making. Specifically, the study investigates meaning making within the food community of New Orleans, asking the questions: is food a way for individuals and groups to make meaning following critical change events such as the failure of the federal levee system in …
