In 1974, Norman Krumholz boldly called on planners to advocate for equity in public resource allocation and administrative practices. In 2010, the Obama administration’s HUD-DOT-EPA Sustainable Communities Initiative—specifically in the form of the Sustainable Communities Regional Planning Grant
(SCRPG)—renewed this call for equity. But our review of the responses by thirteen grantees proved disappointing. The plans put forth by award winners recycle many of the activities from the Cleveland Policy Plan (CPP) without employing its overarching mission. Instead of boldness, we are left with a stark reminder about the lack of progress made since the City of Cleveland incited planners …

This report has two goals: define what we mean when we talk about an EV cluster in Oregon, and characterize and measure the existing EV cluster in order to identify Oregon’s strengths and opportunities.

Individuals and families experiencing homelessness in Washington County are a growing community challenge. Services provided to the homeless population have tended to focus on providing support in cases of emergency, and by doing so are unlikely to address the root causes of homelessness. There is a growing recognition nationally that concentrating on provision of emergency services might be both inefficient and unnecessarily expensive. Recognizing these issues locally, Vision Action Network (VAN) and its partners have taken the initiative to both better understand homelessness in Washington County and to encourage progress toward its solution. The North Williams Traffic Safety Operations Project, overseen by the Portland Bureau of Transportation (PBOT), was proposed in 2010. With an initial budget of $370,000, the project was designed to reduce conflict between buses, bicycles and motor vehicles on North Williams Avenue and improve the overall safety and accessibility of the street. As is common practice, PBOT’s first step in this project was to organize a stakeholder advisory committee (SAC) of interested business owners, neighborhood association representatives, residents, and key stakeholders living or working along North Williams Avenue who would be tasked with advising the city on the project. The regional transportation planning process in the United States has not been easily opened to public oversight even after strengthened requirements for public participation and civil rights considerations. In the effort to improve the public review of regional transportation plans, this paper describes the construction of a proof-of concept web-based tool designed to analyze the effects of regional transportation plans on accessibility to jobs and other essential destinations. The tool allows the user to analyze disparities in accessibility outcomes by demographic group, specifically income and race, as required by civil rights-related planning directives. As the case with most countries across Latin America, unprecedented migration to urban areas has strained city infrastructure systems. More particularly, the region faces a pressing crisis of water security, where rapid urbanization has outpaced water sector development. This thesis addresses the water infrastructure reform in El Alto and La Paz, Bolivia, focusing on strategies to better promote water access for the peri-urban poor. The research investigates the level of progressivity of water service expansion and pricing regimes: in other words, does the present model of water distribution positively improve the lives of the poorest groups? The purpose of this paper is to describe global urban greenhouse gas emissions by region and sector, examine the distribution of emissions through the urban-to-rural gradient, and identify covariates of emission levels for our baseline year, 2000.We usemultiple existing spatial databases to identify urban extent, greenhouse gas emissions (CO2, N2O, CH4 and SF6) and covariates of emissions in a “top-down” analysis. The results indicate that urban activities are significant sources of total greenhouse gas emissions (36.8 and 48.6 % of total). The urban energy sector accounts for between 41.5 and 66.3 % of total energy emissions. Significant differences exist in …

Beginning in the mid-1970s, U.S. suburbs started to experience many of the same problems typically associated with earlier inner-city decline including accelerating income decline, increasing family poverty, falling housing prices, growing income polarization, escalating crime, and increasing racial and ethnic diversity.
Conventional wisdom often lays the blame for neighborhood decline on who moves in and who moves out. This is understandable, as neighborhood migration is easily observable. It is the hypothesis of this research, though, that the less visible disinvestment of capital from suburban neighborhoods is an initial cause of suburban decline that precedes and coincides with the more observable …

This report explores the strengths and weaknesses of two significant regional indicator projects for the Portland‐Vancouver metropolitan area. Specifically, this paper focuses on the measurement of equity conditions at a regional scale. In 2003, the Coalition for a Livable Future (CLF), in partnership with Portland State University (PSU), launched the nation's first regional equity atlas endeavor that pushed the notion of equity to the forefront of regional discourse. Defined primarily in terms of access to opportunities, especially in spatial terms, the atlas took advantage of the analytical capabilities and graphic power of mapping and maps to convey its findings. The purpose of this study is to identify, analyze, and describe the social outcomes that may be affected by the environmental risks generated by infrastructure projects; to examine the ways in which vulnerability and exposure to hazards may increase risk in neighborhoods over time; and to examine the implications of addressing the exacerbation of exposure to natural hazards within the traditional environmental justice framework. This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. The local Metropolitan Planning Organizations (MPOs), created to enable a local voice in major capital road projects, acquired new institutional capabilities as federal agencies tasked them with implementing new social goals. As urban agriculture grows in popularity throughout North America, vacant lots, underutilized parks, and other open spaces are becoming prime targets for food production. In many post-industrial landscapes and in neighborhoods with a high density of old housing stock, the risk of lead (Pb) contamination at such sites is raising concerns. This paper evaluates the extent to which soil Pb contamination may be an obstacle to the expansion of urban agriculture in Oakland, California. Using a combination of soil sampling at 112 sites, GIS, “hot spot” analysis, and reconstructed land use histories, the research reveals that soil Pb concentrations are …

Oregon's Health Insurance Coverage Holds Steady, But The State's Uninsured Rate Remains High, Jason R. Jurjevich, Jack Byerly

Data released in August 2012 from the U.S. Census Bureau’s Small Area Health Insurance Estimates (SAHIE) program show that Oregon continues to have one of highest rates of uninsured residents in the U.S. According to Census estimates, 639,710 or 19.7 percent of Oregonians under age 65 were without health insurance coverage in 2010. For the under-65 population, Oregon’s uninsured rate ranks as the 15th highest rate in the country.
Compared to 2009, the 2010 data show no statistically significant change in the overall uninsured rate for Oregon. Similarly, there were no statistically significant changes for Oregon between 2009 and …

Milwaukee, Wisconsin is considered the most segregated city in the country and has the most disproportionate rate of minorities in Wisconsin’s juvenile justice system. The State of Wisconsin recognizes disproportionate minority contact (DMC) is a product of both differential offending by minorities and the racist differential processing by the juvenile justice system. Milwaukee’s residents are locked in a conflict about the role of racism in the high rates of minority crime and whether to address DMC with more stringent punishment or increasing alternatives to incarceration. For many metro areas, including Portland, being economically competitive in today’s knowledge and information economy depends on attracting and retaining young, college-‐educated (YCE) migrants. On this indicator, Portland has been most successful: since 1980, the Portland metropolitan region has attracted college-‐educated individuals under the age of 40 at some of the country’s highest net migration rates in good economic times and bad. Few segments of the population are more critical to Portland’s future economic vitality than the young and college‐educated (YCE). In the last several decades the Portland metropolitan region has become a magnet for YCEs nationally, boasting one of the country’s highest net migration rates for college‐educated individuals under the age of 40, a trend that has continued in good economic times and bad. The infusion of human capital from other regions has undoubtedly been a benefit to Portland, especially given Oregon’s historically low levels of investment in higher education.

The purpose of this dissertation is to examine the experiences of St. Bernard Parish, La., residents as they coped with the impact of the catastrophe of Hurricane Katrina on August 29, 2005. An estimated 50,000 St. Bernard Parish residents relocated to a new home one year after Katina in 2006, and many of those residents moved again. This study examines the effects of the decisions of St. Bernard residents to relocate or to return on their social connections. Gentrification has been a major factor reshaping North American cities for at least four decades, as well as a vital concern of sociological research. In recent years, there appears to be an increasing awareness of the process among contemporary gentrifiers themselves. This self-conscoiusness is significant on two levels: (1) it is unanticipated by or at least unaccounted for in much of the canonical literature on gentrification, having only recently gained acknowledgement (most notably work by Brown-Saracino that explores aspects of a particular type of self-aware gentrifiier); (2) it is complicating the way many gentrifiers or would-be gentrifiers frame and actively …

From our earliest beginnings and to present day, the social fabric of the United States continues to be shaped by immigration. Americans are generally aware of their families’ personal stories and the inextricable link to immigration, but they are likely less familiar with historical and current trends. Focusing in Oregon and more specifically, the Portland metropolitan area, we provide a statistical portrait of the foreign-born population by examining recent growth patterns, identifying geographic origins, and describing individual-level characteristics.

Abstract
Amidst the worst disaster to impact a major U.S. city in one hundred years, New Orleans’ main trauma and safety net medical center, the Reverend Avery C. Alexander Charity Hospital, was permanently closed. Charity’s administrative operator, Louisiana State University (LSU), ordered an end to its attempted reopening by its workers and U.S. military personnel in the weeks following the August 29, 2005 storm. Drawing upon rigorous review of literature and an exhaustive analysis of primary and secondary data, this case study found that Charity Hospital was closed as a result of disaster capitalism. The extant literature on the play behavior of youth normalizes adolescent behavior in public space as transgressional, resistant, and in need of social control. The dissertation counters this trend by looking to see if physical qualities, peer effects, and neighborhood context of settings play a deeper role in youth behavior. The study documented urban context, peer effects, physical features, and play behavior across 21 urban settings in New Orleans. Unobtrusive observations employed a highly innovative technique based on YouTube videos and analyzed using hierarchical linear modeling. Coded observations of risk-taking and prosocial behavior demonstrated some stability in behavior amongst adolescents—“youth” …

For an urban area to be sustainable, its resources cannot be depleted faster than they can replenish. If an urban area is to provide a high quality of life (QOL), it must offer and maintain an amenity package that satisfies its resident's preferences.
