Cities are spatially diverse, with enclaves of particular demo- graphic groups, clusters of businesses, and pockets of low-income individuals living amid affluence.
This essay presents data from New York City to illustrate the importance of measuring and addressing neighborhood characteristics that affect Sup- plemental Nutrition Assistance Program (SNAP) participation and the purchasing power of SNAP benefits: pockets of “eligible-but-not-enrolled” in- dividuals, proximity between SNAP participants and jobs, and variations in food prices across neighborhoods.
It concludes with 5 exam- ples of how addressing these community-scale issues can increase SNAP participation and food access.

While the overarching objective of the transportation system is to provide mobility, it should be developed and operated under the framework of a safe system with the aspirational goal to establish a system on which no road user can be severely or fatally injured. To accomplish such a safe system, it is necessary to effectively harness all the core protective opportunities provided by the system. Separated bike lanes have become increasingly common around the United States as cities seek to attract the new riders, including people who want to ride but limit their riding because they do not feel comfortable riding with motor vehicle traffic. Planners and engineers are working to identify contextually appropriate, safe, and comfortable designs for intersection locations, where bicyclist paths cross the paths of turning vehicles as well as cross-traffic. This research employed a combination of user surveys and simulations to anticipate expected bicyclist and turning vehicle interactions and bicyclist comfort based on design type and volumes. This project focuses on a mode of transportation that is currently left out of V2X (vehicle-to-everything) conversations: bicycling. The project demonstrates how university researchers, city traffic engineers, and signal-controller manufacturers can come together to give bicyclists the same technology appearing on modern vehicles: Green Light Optimized Speed Advisory (GLOSA). GLOSA allows motorists to set their speed along corridors to maximize their chances of catching a “green wave” (i.e., not being forced to stop as they travel through the corridor). The beautiful port city of Valparaíso, Chile is home to 42 colorful hills that overlook the Pacific Ocean. This unique city, however, is also home to multiple disasters, including urban and forest fires, tsunamis, landslides and earthquakes. This descriptive study explores the case of the 2014 “mega-fire” that destroyed 3,000 homes and affected the lives of 11,000 residents. Through five semi-structured interviews and the review of several academic and official documents, the present study analyzes the process of post-disaster reconstruction, seeking to understand the habitability and the resiliency of the reconstructed houses and neighborhoods. Many advocates, local officials, and people experiencing homelessness agree that Portland needs a better way to respond to low-priority calls for service involving those experiencing homelessness and behavioral health crises. This report examines efforts to address homelessness in Portland through the development of a plan to dispatch the Portland Street Response unit rather than police.
A team of community partners spread out across the city July 16 and 18 to interview people experiencing homelessness to help inform the design of the Portland Street Response pilot project (PSR). An additional team went out on Sept. 6.

This thesis asks how New York City’s rezoning process combine with the dynamics of real-estate sales to create displacement pressures for low-income communities of color. A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Through an analysis of building sales and extreme rent inflation embedded in a historical and contemporary analysis of zoning and the influence of real-estate developers and owners on these processes, this thesis paints a dire picture of the risks faced by the mostly-Dominican-American renters in Inwood. In this project, we distilled an inventory of smartphone-based electronic travel aid technology for the wayfinding of visually impaired travelers in an urban environment based on a thorough review of software marketplaces and the academic literature. Subsequently, we solicited structured input from domain experts and visually impaired individuals on their experiences and evaluations pertaining to personal telecommunication technology for safe and efficient wayfinding. Municipal annexation is the expansion of city boundaries. The greatest motivator behind municipal annexation is maintaining and improving economic prosperity of the annexing authority. The issue of annexation involves a balance of rights between property owners and municipalities of the state. Historically, Texas cities had broad annexation authority under an involuntary annexation scheme. However, in recent years the power has shifted as lawmakers have given property owners greater control over the annexation process. This trend culminated in the passage of the Municipal Annexation Right to Vote Act (MARVA) by the 85th Texas Legislature, which severely limits annexation authority.

Age of Concrete is a history of the making of houses and homes in the subúrbios of Maputo (Lourenço Marques), Mozambique, from the late 1940s to the present. Often dismissed as undifferentiated, ahistorical “slums,” these neighborhoods are in fact an open-air archive that reveals some of people’s highest aspirations. At first people built in reeds. Then they built in wood and zinc panels. And finally, even when it was illegal, they risked building in concrete block, making permanent homes in a place where their presence was often excruciatingly precarious.

Although currently only about one percent of US trips are done by bicycle, there is significant geographic variation. Differences across communities, along with much higher cycling rates observed in other places around the world, indicates large potential bicycling demand for daily travel in the US. In response, many communities are developing and implementing bicycle master plans that include a range of bikeway infrastructure aimed at making riding more appealing, including separated paths, protected (or separated) bike lanes, striped bike lanes, bicycle boulevards, sharrows, route signage, and intersection crossing aids. In 2017, the City of Monroe Planning Commission decided to update its Comprehensive Plan, last amended in 1986 and sought technical support. In addition to developing a Buildable Lands Inventory, Housing Needs Analysis, and Economic Assessment to support the comprehensive plan update process, Constellation Planning created a Field Guide as an interactive resource to be used for long range planning processes in Monroe, recognizing an opportunity to increase planning capacity.

This article presents a case study of efforts of a workforce development unit within a local public housing authority to recraft its image as separate from the larger housing authority, in order to better attract participants to its optional supportive services. Using qualitative interview data with Section 8 voucher recipients and public housing authority staff, and descriptive quantitative data from a larger dataset, and drawing on theories of street-level bureaucracies and agency-client interactions, the case study finds that service recipients perceive the housing authority as a largely compliance-oriented organization that is overly bureaucratic, excessively regulating of private spheres of family …

Western North America boasts an abundance of scenic mountains, ski areas, stunning desert landscapes and national parks. Living near these natural amenities are small communities, many of which are becoming increasingly popular places to live and visit. The influx of visitors creates unique transportation and mobility challenges for these small towns and cities, such as seasonal spikes in severe roadway congestion and a desire for e-bike share programs in communities of less than 1,000 people. At 410 acres, Washington Park receives over 3 million visitors each year and is home to some of Portland’s most popular attractions including the International Rose Test Garden, Portland Japanese Garden, Oregon Zoo, Portland Children’s Museum, World Forestry, and Hoyt Arboretum. Aesthetic perception is an important field of interest in many aspects of everyday human life. It affects individual and social unconscious behavior and is strongly related to the decision-making processes in the human mind. The current study can serve as an important prototype for planning purposes and social and environmental justice among the regional units of New York City. With the current scientific sphere lacking a comprehensive methodology for assessing social superstructure, an aesthetic framework has the potential for success in evaluating the aspects of sustainable and resilient urban development.
