Planning At The Roots: Low-Income And Communities Of Color In Portland, Oregon, Allison Parzych, Jennifer F. Porter, Shayna Rehberg, Sarah Ruether, Gwen Sheinfeld

Master of Urban and Regional Planning Workshop Projects

In an effort to highlight community-planning efforts in low-income populations and communities of color, a group of Masters of Urban and Regional Planning students conducted interviews with community leaders and wrote this chapter of cases to be incorporated into ONI’s Community Involvement Handbook. These cases are meant to provide inspiration and understanding about the strengths and differences between planning approaches used in diverse communities working outside of the neighborhood association structure. This chapter may also help to inform opportunities for neighborhood associations and other organizations to better collaborate with diverse community groups.

The very word "gentrification" implies distaste. Advocates for the poor and ethnic minorities see affluent whites bidding up the prices for urban housing to levels that force poor families out, depriving them of affordable housing, perhaps rendering them homeless, and changing the character of a neighborhood from one that reflects distinct ethnic and class needs and cultural traditions into a bland emporium for expensive consumer goods. Sometimes historic preservation laws are indicted as particular culprits in setting this dynamic in motion. Portland needs to plan for broadband development and take steps to ensure these plans are implemented. In order to implement Portland's land use and economic development goals, broadband must be accessible to all users. This means that any home or business must have access to the best available network technology to meet their needs. Currently, broadband service is not provided at uniform levels City-wide. It must be affordable, which requires real competition among providers. Portland's market presently offers too few choices outside the central business district to meet this criterion. Hosford-Abernethy Bicycle And Pedestrian Connections: An Alternative Routes Analysis Linking Se Clinton Street And The Eastbank Esplanade, Shannon Axtell, Evan Mackenzie, Brady Smith, Allison Wildman

SE Clinton is a popular bicycle route for commuter, utilitarian and recreational bicyclists that fails to provide a safe and direct connection to the Eastbank Esplanade and downtown Portland. Furthermore, residents in the Hosford-Abernethy and Brooklyn neighborhoods do not have a safe bicycle and pedestrian connection to access the Eastbank Esplanade. This gap in the bicycle and pedestrian network must be removed to serve the needs of bicyclists and pedestrians.

This project presents four alternative bicycle and pedestrian routes that connect the Eastbank Esplanade and the SE Clinton bikeway through the Central Eastside Industrial District. Each alternative, with improvements, is …

The provision of local government services within the urbanizing area of northwest Clackamas County has posed a difficult challenge for a number of years. This report examines the financial aspects of providing urban services to a study area with the following boundaries: the Clackamas County/Multnomah County line to the north, Interstate 205 to the east, highway 224 to the south, and the City of Milwaukie to the west.

The economic value of an urban university to a metropolitan region is comprised of (1) the educational opportunities provided to students who rely on local institutions of higher education, (2) the unique contributions of urban universities to the social and political infrastructure of a region, and (3) the research and service contracts and other funds and philanthropic donations attracted to the campus by faculty and staff. This report has four primary objectives. First, survey industrial activity in the city of Cleveland using employment and payroll data for the period from 1993 to 2000; report on key findings related to industry sectors and industries at the two-digit standard industrial classification (SIC) code level; and compare the city of Cleveland to suburban Cuyahoga County and the remainder of the Cleveland primary metropolitan statistical area (PMSA). Second, identify those industries in Cleveland that reported substantial employment levels, average annual wages, employment growth, and wage growth during the study period (high performing industries). Mandating Density: The Blunt Instrument Of Smart Growth, Kenneth Dueker

This essay expresses concern that urban growth management places too heavy a reliance on densification, particularly upzoning with minimum density requirements in suburban infill situations. Increasing densities may be appropriate when other aspects of urban development can be controlled through urban design. However, evidence provided here indicates that mandating density reduces land consumption, but does not achieve other objectives of growth management, particularly street connectivity, greater use of alternative modes of transportation, and more housing choices. This analysis finds that upzoning and requiring minimum-densities, when used to regulate suburban residential infill developments, is not effective in producing quality compact development. …
