This thesis addresses the issue of the responsibility of the transport manager. The transport manager´s conditions which have to be respected during his/ her work are analyzed. The transport manager is responsible for the decisions made during the whole transportation process. Individual decisions are evaluated and a probabilistic estimate of their importance is determined. A methodology for insurance for the transport manager is proposed.

In post-Katrina New Orleans, housing and community development (HCD) advocates clashed over the future of public housing. This case study examines the evolution of and limits to a human right to housing frame introduced by one nongovernmental organization (NGO). Ferree’s concept of the discursive opportunity structure and Bourdieu’s social field ground this NGO’s failure to advance a radical economic human rights frame, given its choice of a political inside strategy that opened up for HCD NGOs after Hurricane Katrina. The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates. It shows the limits to public housing revitalization as an urban recovery strategy when hostile government leadership characterizes a region, and the state is recast as an adversary rather than revitalization partner. Analyses of traffic accidents are often focused on the characteristics of the accident event and hence do not take into account the broader neighborhood contexts in which accidents are located. This thesis seeks to extend empirical analyses of accidents by understanding the link between accidents and their surroundings. The case study for this thesis is Hillsborough County, Florida, within which the city of Tampa is located. The Tampa Bay region ranks very high in terms of accident rates within U.S. metropolitan areas and is also characterized by transport policies which favor private automobiles over mass transit options, making it an …

The purpose of this Article is to ascertain whether (1) suburban sprawl is as widespread in Canadian metropolitan areas as in their American counterparts, and (2) Canadian government policies, and in particular Canadian zoning law and transportation policies, encourage sprawl. The article concludes that Canadian metropolitan areas are in fact somewhat less sprawling than most of their American counterparts, but that in Canada, as in the United States, government land use regulation and government transportation policy do favor sprawl to some extent. On July 4th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. This research observes how public space planning can improve slum upgrading projects, focusing on two case study slums in Ahmedabad, India.
The inclusion of formal public space planning into slum upgrading schemes can act as a catalyst for dweller-initiated housing improvements. While municipalities that choose to upgrade their slums are primarily concerned with supplying bare necessity infrastructure—such as water, sewage, and paving—most upgrading schemes ignore the reality that slum communities are complex, integral components of the urbanization process. These settlements deserve and necessitate comprehensive design and planning services which will integrate the community into the larger urban fabric.

This study examines “spatial interventions”: street art, guerrilla gardening, public space invasions, and other unauthorized practices of place-based, site-specific art or activism that challenge the normative uses or meanings of particular urban spaces. In recent years, a growing number of individuals have taken up these forms of site-specific direct action. Some argue that they represent new strategies of political expression, even “resistance”; others, that it is little more than vandalism or pointless juvenile acting out. This paper explores two potential land use planning strategies that can be used to preserve and enhance the economic viability of agricultural operations surrounded by suburban development in Santa Barbara County’s Eastern Goleta Valley: buffers between agriculture and other land uses, and agritourism. In the case of buffers, academic literature is examined to determine how effective buffers are at various tasks (filtering runoff, mitigating dust and wind, providing habitat, etc.) and how to construct buffers to maximize their effectiveness. The impending light rail transit development along University Avenue in Minneapolis-Saint Paul, Minnesota has led to local curiosity about both the past activities and the future possibilities for this urban street. Part I of this paper explores the social, economic and physical evolution of University Avenue and its relationship to transportation eras. Part II argues that there is a connection between the urban form of each transportation epoch and the rate of crime along University Avenue. The study concludes with the prediction that safety will improve following construction of the Central Corridor Light Rail line.

High food prices, concern about food nutrition and safety, and an awareness of commercial farming's environmental impact have generated a renewed interest in sustainable urban agriculture. Advances in controlled environment agriculture (CEA) have made it possible to grow food virtually anywhere in a much more sustainable manner than traditional field-based agriculture. Locating and planning urban farms using retrofitted existing building stock to maximize food production and ease of distribution in Las Vegas requires consideration of multiple barriers related to geography, economics, and the built environment. This research focuses on the impact from public capital stock on economic growth in El Paso, Texas. A time series analysis is used to gauge the dynamic relationship between public infrastructure and the productivity of this city's economy. An Error Correction model and a Vector Error Correction model are utilized to discover short-run and long-run impacts from public capital stock on the growth of this particular economy. The Vector Autoregressive model is used to determine causality amongst the variables and to determine the structure of this economy. Microscopic traffic simulation (MTS) is a cost-effective approach for the evaluation of traffic conditions in urban highways networks. In MTS models, traffic demand that is entered into the network is specified by one or several Origin-Destination (O-D) matrices. A major challenge in the application of MTS for large urban networks is the specification of the O-D matrices. This dissertation proposes a methodology that may be used to transform a O-D matrix from a transportation planning model (which is based on Traffic Analysis Zone, or TAZ, and is readily available) into a O-D matrix for a MTS model (which is traffic …

Food insecurity is defined as “a household‐level economic and social condition of limited or uncertain access to adequate food” (USDA Economic Research Service 2009). Low‐income households tend to be food insecure for many reasons. The first and most obvious would be the access to monetary resources. If a household does not have a sufficient income, it is difficult to keep an adequate amount of food for all household members at all times. Another reason would be that many low‐income households cannot afford a car and/or do not have easy access to public transportation or reliable private transportation.
