Pretrial release (PTR) is the permanent or temporary freedom from incarceration for criminal defendants awaiting adjudication of their cases in court. From Anglo Saxon times in England, people accused of non-capital crimes were generally permitted to remain free until judicial officials could hear the charges against them. In America, pretrial release has been advocated by the courts since the colonial era. The U. S. Constitution requires that bail not be excessive, but leaves governments free to decide how bail laws are administered. The study briefly traces the historical developments of PTR up to the present time. The study then centers …

The decline in property value can be due to owner's act or exogenous act from the operation of landfills. Landfill neighbors, especially home owners, perceive landfill operation to pose environmental safety problem such as ground water contamination and methane gas leakage that could affect home value.

Owners of landfills, especially those landfills that accept only dry waste (limited purpose landfill), claim that since their facilities meet the requirements of environmental regulations and the type of waste they accept could not possibly produce methane gas and leachate there is no property value impact of their facilities.

This dissertation attempts to find out what associations exist between dysfunctional parental relationships in the childhood of rapists and the rapists' violent acts. It also briefly examines the sociocultural effects which nurture such relationships.

Rape, a crime very prevalent in our society today, is now perceived as an acute expression of men's contempt for and anger against women. The former interpretation of rape as primarily a sexually motivated crime is no longer popular. This dissertation attempts to trace the origin of the rapist's psyche from his dysfunctional parental relationships.

It also includes an elaboration of nine approaches to social planning for aging services: community planning councils, the aging network, Title XX planning, state health planning, service reorganization initiatives, the national network of policy institutes, long-term care planning and housing planning. The paper concludes with a consideration of social planning technology, including needs assessment, resource analysis, comparison of alternatives, determination of priorities, implementation and evaluation. Historically the control of housing conditions was based upon a concern for the health of the community and was safeguarded by the enforced repair and improvement of substandard property. In the United Kingdom the high cost of repair eventually induced a policy based upon subsidy to both home owners and private landlords as the price of healthier housing. This paper outlines the process by which the legislative standards invoked to protect health were modified to distribute subsidy. In 1989 the standards are poised to become criteria for the measurement of poverty rather than the identification of unhealthy housing conditions. In …

In this paper we discuss the structure and dynamics of this consensus process through an exploration of a series of challenges to the regime. These challenges include: (1) cultivating new sources of project finance, as the federal government reduces its contribution; and (2) integrating transport projects with regional and local land use plans designed to manage urban growth; in the context of (3) intensifying competition between -business centers within the region, as rapidly growing suburban areas seek transport projects that will facilitate locally-oriented economic growth. Oregon continues to face challenges in public transportation. The lack of a consistent and comprehensive framework of state policy is making local efforts to meet public transportation demands harder and fails to exploit economic and transportation opportunities for improving the vitality of the state. The absence of continuous and stable state financial assistance has weakened the state/local partnership in providing public transportation services and kept mobility for many Oregonians at a minimal level.
