Suburban Sustainability

Sidewalks are a critical part of sustainable transportation systems, supporting pedestrian travel and healthy physical activity. Presence and quality of sidewalks is a significant predictor of perceived safety and quality of the pedestrian environment. Lack of adequate pedestrian infrastructure data has been identified as a major barrier to large-scale pedestrian planning. Sidewalk presence, width, and surface condition are identified as important indicators of facility quality and accessibility. Georgia Tech is deploying an Android tablet application to automatically generate spatial sidewalk inventories, automatically assess sidewalk quality, and prioritize sidewalk repairs. LIFT-Boston, a local non-profit organization, entered into a collaborative partnership in September 2012 with McCormack Graduate School Public Policy Ph.D. students and faculty to develop and execute a research project. The goals of this endeavor were to assist LIFT-Boston in understanding the outcomes associated with its services and enable the organization to further pursue service goals.

The primary research questions respond to the organization’s most fundamental questions. More efficient technologies, state laws as well as environmental, social, and political pressures have all contributed to placing solar acquisition on the agenda for California’s public entities over the last half decade. But a key question for these frequently cash-strapped jurisdictions is how to utilize public dollars and lands, and how to leverage incentives to obtain solar PVs. TBF’s investment and people and place-based initiatives seek to make sustainable, positive change through community and economic development in neighborhoods along the Fairmount-Indigo transit line in Boston. From 2010-2012, the Center team worked closely with Mattapan United and Millennium 10 (in Codman Square/Four Corners) to identify community priorities for neighborhood change. A multilevel approach is adopted to analyze how individual-level and community-level predictors interact to affect support for a specific growth management instrument. The multilevel model specification controls for respondent’s perceptions of local government’s general efficacy in managing growth and local growth rates. Results suggest that support for a specific growth management instrument increases amongst residents who generally support local government efforts to management growth and who live in high-growth communities. As urban agriculture grows in popularity, researchers are attempting to quantify its potential contribution to local food systems. We present the results of a vacant land inventory conducted in collaboration with the HOPE Collaborative, a multi-stakeholder, community-based initiative in Oakland, CA, USA. Vacant lots, open space, and underutilized parks with agricultural potential were identified using GIS and aerial imagery. Using visual interpretation, we identified 1201 ac (486.4 ha) of public land and 337 ac (136.4 ha) of private land that could potentially be used for vegetable production. Based on USDA loss-adjusted consumption data, we calculated the potential contribution of these …

The concept of capacity development is essential to the idea of governance and development. Over the decades, governments and development agencies have promoted capacity development programs. With the increasing number of disaster events and associated losses, there has been heightened attention given to governments' capacity to manage disasters. This is associated with a paradigm shift from reactive to proactive actions. Prevention requires capacity to understand, reduce, and manage risk. Nevertheless, a universally acceptable overarching framework of capacity development does not exist.

More particularly, the region faces a pressing crisis of water security, where rapid urbanization has outpaced water sector development. Beginning in the mid-1970s, U.S. suburbs started to experience many of the same problems typically associated with earlier inner-city decline including accelerating income decline, increasing family poverty, falling housing prices, growing income polarization, escalating crime, and increasing racial and ethnic diversity.

Conventional wisdom often lays the blame for neighborhood decline on who moves in and who moves out. This is understandable, as neighborhood migration is easily observable. In 1959, the Minnesota Department of Highways (MHD), renamed the Minnesota Department of Transportation (MnDOT) in 1976, commenced the construction of Interstate 35W proceeding North from Richfield through South Minneapolis to Lake Street (the Richfield-Minneapolis segment) which razed more than 50 square blocks of homes and businesses. The segment of this vast project built between Stevens Avenue South and Second Avenue South, completed in 1967, was part of the National System of Interstate and Defense Highways enacted by Congress in 1956. This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. In this article three important policy questions are suggested in light of signs of recent growth of nonprofit news and the possibility of a great deal more similar growth in the future: 1) Does nonprofit news production pose a plausible solution to the economic troubles of the U.S. news industry? 2) Would industrial subsidies of nonprofits, like those for “welfare state” health and human services co-production offer a potential solution to the economic problems of the U.S. news industry? 3) Can the currently evolving internet-based system of news production by volunteer citizens be sustainable in the long run?

The purpose of this dissertation is to examine the experiences of St. Bernard Parish, La., residents as they coped with the impact of the catastrophe of Hurricane Katrina on August 29, 2005. An estimated 50,000 St. Bernard Parish residents relocated to a new home one year after Katina in 2006, and many of those residents moved again. This study examines the effects of the decisions of St. Bernard residents to relocate or to return on their social connections. Amidst the worst disaster to impact a major U.S. city in one hundred years, New Orleans’ main trauma and safety net medical center, the Reverend Avery C. Alexander Charity Hospital, was permanently closed. Charity’s administrative operator, Louisiana State University (LSU), ordered an end to its attempted reopening by its workers and U.S. military personnel in the weeks following the August 29, 2005 storm. Drawing upon rigorous review of literature and an exhaustive analysis of primary and secondary data, this case study found that Charity Hospital was closed as a result of disaster capitalism. With the recent failure of another highly publicized peace talks, the Israeli-Palestinian conflict remains a polarizing and contentious geopolitical crisis. Following the Israeli victory in the Six Day War of 1967, the West Bank and its substantial Palestinian population have lived under Israeli occupation. In response to the First Palestinian Intifada (uprising), lasting from1987 to 1993, the Israeli military imposed varying degrees of regulations to limit Palestinian mobility within the West Bank. The mobility constraints, most notably in the form of checkpoints, roadblocks, and physical obstructions, dramatically increased in volume and scale during the Second Intifada from 2000 to 2005. …

This project demonstrates how a GIS-based analysis of pedestrian accessibility to selected amenities from locations in and around the East Bayside neighborhood of Portland, Maine can help identify and guide decisions about public investment in improving such access. Two street network configurations are analyzed: the current (2011) condition, and a hypothetical configuration including several connectivity improvements currently under discussion or in the process of construction. The GIS tools are used to calculate the network distances between the centroid of the area’s census blocks and two amenities: the nearest full-service grocery store, and an outdoor fitness station available to the public. …
