The Commons: A Multidisciplinary Approach To Nonprofit Organization, Voluntary Action And Philanthropy, Roger A. Lohmann

The task of identifying nonprofit organizations, voluntary action and philanthropy as the principal constituents of a single "sector" within the larger economy, society and polity has been a central challenge for the multidisciplinary paradigm which seems to be emerging in this field. The concepts of the commons and common goods are presented as concepts with important multi-disciplinary implications. The commons is characterized by uncoerced participation, shared purposes and resources, mutuality and fairness and the derivative concept of common goods, as desirable ends which are universal and indivisible within a commons but not necessarily beyond. In the last two years, Portlanders of all backgrounds have begun to pay serious attention to the problems and opportunities created by the increasing racial and ethnic diversity of their metropolitan area. The Oregonian and the broadcast media have focused a number of stories and reports on racial relations and racial tensions. The broad-based strategic planning efforts of the Civic Index project (1989-90) and the Portland Future Focus planning program (1990-91) have pinpointed racial and ethnic relations as one of the central issues that will determine the quality of life in the growing metropolis. In 1987 New York City adopted the report of its "Commission on the Year 2000." A year later Los Angeles followed the same course and approved a report prepared by its "Los Angeles 2000 Committee." In Oregon we have been equally active in the development of alternative scenarios and strategic plans for the year 2000. The Oregon Progress Board and its Benchmarks is just one example. This document was produced by the eight students in the 1991 Comprehensive Planning Workshop, the capstone of the graduate-level urban planning curriculum at Portland State University.
Each year, the workshop members help a local government with a project that it lacks the resources to do by itself. This year, the City of Hillsboro asked that a community plan be developed for the Orenco area in Washington County, Oregon. This paper includes a review of the evolution of social planning in the context of human services. It also includes an elaboration of nine approaches to social planning for aging services: community planning councils, the aging network, Title XX planning, state health planning, service reorganization initiatives, the national network of policy institutes, long-term care planning and housing planning. The paper concludes with a consideration of social planning technology, including needs assessment, resource analysis, comparison of alternatives, determination of priorities, implementation and evaluation. Traffic volume data are needed for design and construction zone traffic management. In addition, continuous traffic volume data (collected by automatic traffic recorders) is needed to factor short counts (24 hours or more) collected at key sites on the states highway network.
This study evaluates the procedures used by the Oregon Department of Transportation for collecting continuous traffic volume data to determine: (1) if the current location and number of automatic traffic recorders (ATRs) on Oregon's highway network is adequate for estimating monthly seasonal factors, and (2) if the current procedure of using group means, based on geographical regions, to …

The Community Service Intervention Program (CSlP) is a unique public agency response to a multifaceted set of problems confronting low income residents living in Oregon 's largest public housing project. The primary goals of the CSIP are to reduce crime, reduce the fear of crime among residents, and to improve the quality of life of the families living in Columbia Villa/Tamaracks.
The evaluation of the CSIP combined a number of different research methods, on different analytical levels, to provide a summary assessment. Data were collected from individuals, from agencies, and from police records in a post facto analysis of the …
