Land development in the Las Vegas Valley continues at an unprecedented rate and future growth will no doubt be strongly advocated. Yet, water resources in this desert area are finite, and in the near future, supply will fall short of demand. Plans are underway to supplement the existing supply, and proposals to secure additional sources are under investigation. But there are no guarantees these ambitious endeavors will materialize. In light of the pending water crisis, the pervasive "growth at all cost" policies now dominant in the valley must be abandoned and more realistic land-use policies developed; ones based on the …

This document is a concept plan that proposes redevelopment options within a certain part of Oregon City called the "North End Transition Area". It is comprised of four sections.

Section Two examines the regional context, how Oregon City fits in with the region, what role it plays within Clackamas County, and how the North End Transition Area relates to the Downtown Oregon City Urban Renewal District. Least Cost Planning or Integrated Resource Planning is used in the electric utility industry to broaden the scope of choices to meet service requirements. This typically includes methods to reduce the demand for electricity as well as the more traditional electric generation options. Techniques have been developed to compare the cost of electricity generation with the cost of meeting service requirements by reducing electricity usage. In addition to cost considerations, utilities typically take account of uncertainty associated with forecasts and a variety of other considerations in specifying their least cost plan.

Homelessness is a major problem in Portland. Many people here cannot afford housing of any kind. Although the total number of homeless people in the city is not known, an estimated 14,000 Multnomah County residents spent time in homeless shelters during some part of 1993.
The goal of our group, which came together in November of 1994 in Portland State University's Planning Workshop, was to find ways to "improve the lives of homeless campers." Our lives were improved as well. We got to know interesting people, we had new experiences, we got to impress our friends with our knowledge of …

In 1992 Colorado voters approved the dedication of a portion of lottery proceeds to a trust fund for parks, wildlife, trails and open spaces. The fund will produce over $30 million during the next five years, and $35 million annually thereafter that will be dedicated to these purposes. Improving the quality of remaining life for individuals who are terminally ill and their families is an issue that has become increasingly important in recent years. This issue has evolved from perceived deficiencies of conventional health care institutions in meeting the needs of people who are in the final stages of their life, when curative measures are no longer deemed appropriate. In response to deficiencies in care of the terminally ill and their families, there has been a movement toward humanizing conventional health care and making it more holistic. From December 1994 through March 1995, the D2T2M consulting group took a serious look at the future of Civic Stadium and its position in the regional community. This study was prepared for the Portland Metropolitan Sports Authority.
In an effort to develop a series of alternative scenarios on the future of Civic Stadium the group conducted an exhaustive series of interviews and a national data search. These interviews included financial experts, event promoters, current tenants, city and regional officials, stadium experts, concerned citizens and others.

Pretrial Release In Criminal Courts: A Study Of Three Oregon Counties, Melvin Earl Degraw

Pretrial release (PTR) is the permanent or temporary freedom from incarceration for criminal defendants awaiting adjudication of their cases in court. From Anglo Saxon times in England, people accused of non-capital crimes were generally permitted to remain free until judicial officials could hear the charges against them. In America, pretrial release has been advocated by the courts since the colonial era. The U. S. Constitution requires that bail not be excessive, but leaves governments free to decide how bail laws are administered. The study briefly traces the historical developments of PTR up to the present time. The study then centers …

Portland's Northwest Neighborhood District ("the District") has a unique character, reflecting its special role in Portland's economic history and its geographical location relative to the downtown area, the Willamette River and the West Hills. Current tensions between the District's function as a close-in, high density residential area and its commercial activities are the most recent iteration of tensions that have existed from the time the area was first settled.
This study examines the impacts of retail and residential land use in the District and how this mixture of residential/retail affects the residential livability.
