While the theoretical case for Land Value Taxation is regarded as being very persuasive, most people looking closely at the idea form the view that the practical difficulties of introducing it into an established modern economy are compelling. Nevertheless, in Europe and America the ideas put forward by George continue to influence many people discussing issues around land use planning, urban development and methods of funding infrastructure and local government.

Identifying Robust, Parsimonious Neighborhood Indicators, George Galster, Chris Hayes, Jennifer Johnson

Identifying a few indicators that summarily tracked key dimensions of neighborhoods would be invaluable for neighborhood monitoring and measuring impacts of interventions. Our goal is to search empirically for such robust, parsimonious indicators. In five cities we analyze the interrelationships among a broad set of census tract indicators related to: mortgage market activity; home prices; jobs and firms; demographic, socio-economic, and housing stock characteristics; crime; and public assistance and health. Through factor analysis we identify four to six neighborhood dimensions among these indicators that are common across cities. Using regression we identify a parsimonious number of indicators that are inexpensive, …

This research project has two inter-related parts: (1) an assessment of the equity of implications of the emissions inspection program in the State of Oregon and elsewhere; and (2) an assessment of the impacts of the new trip permit program on vehicle operations. The study provides a better understanding of the benefits and equity impacts of the inspection program and the recent change to the trip permit system. The findings will be of use to Oregon, as well as all public agencies that oversee vehicle inspection programs throughout the country. Analysis Of Transit Signal Priority Using Archived Trimet Bus Dispatch System Data, Thomas J. Kimpel, James G. Strathman, Robert L. Bertini, Steve Callas

This paper presents findings on changes in bus running times, on-time performance, and excess passenger wait times following implementation of transit signal priority in select bus corridors in the Portland metropolitan region. Analysis of the effectiveness of transit signal priority is often undertaken using simulation techniques or empirical studies that are either limited in scope and/or data availability. The present research uses an abundance of trip-level data collected from TriMet’s Bus Dispatch System. The study focuses on the most common performance measures of interest to both transit operators and passengers. Our study shows that the expected benefits of TSP are …

This paper summarizes research conducted by the authors who served as the ad-hoc Disbursement Task Force created by NCPlenty, Inc., the non-profit managing agency for a local currency system in central North Carolina, USA. NCPlenty, Inc. began printing a scrip-based local currency called the PLENTY in October 2002. The PLENTY, or Piedmont Local EcoNomy Tender, is based on the Ithaca HOURS currency and has faced circulation and distribution issues similar to other HOURS-based systems in the US. In addition to an inventory of potential urban agriculture sites, the team also conducted a literature review, held focus groups with relevant stakeholders, conducted numerous interviews, and administered and analyzed surveys. The results of these outreach efforts greatly informed criteria development and recommendations, and expanded our understanding of the potential for urban agriculture in Portland. The purpose of this Open Space Plan is to protect non-programmed and programmed open space which in the future can be devoted to 1) the preservation of natural resources; 2) outdoor recreation; 3) preservation of hsitoric and cultural property; 4) protection of scenic landscapes; and 5) protection of public health, safety and welfare. To accomplish this purpose, the city of Las Vegas needs to adopt aggressive policies and programs that balance growth with natural resource conservation. The city is in need of a stewardship program that protects valued open space before it is permanently lost to development.

The first purpose is to address the requirements of state law, as provided in the Nevada Revised Statutes (NRS) 278.150(4). This section of the NRS requires that governing bodies in Nevada counties with a population of 400,000 or more ensure that their master plans address a stipulated list of subjects, including a conservation plan.

As the name suggests, Voluntary Action (VA) was one of the constituent interests in the formation of ARNOVA. The popularity of nonprofit organizations (NO) among researchers, scholars and students threatens to overwhelm the scholarly interest in voluntary action. Yet, this latter topic is both more interesting theoretically and more important to larger questions of democracy and local and national community and therefore needs to be preserved and protected.

This study reports on the contribution made by Playhouse Square Center to Northeast Ohio. The contribution comes in various forms, which are reflected in the report’s different sections. The first uses a traditional economic model to estimate the economic impact of Playhouse Square Center. It calculates how each dollar spent by, or due to the presence of, Playhouse Square generates additional spending and jobs in the local economy. The second type of contribution is through the various educational programs and events aimed at increasing interest and involvement in the arts.
