Regional Travel Options 2005-06 Program Evaluation, Jennifer Dill

Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 18-month period July 1, 2005 to Dec. 31, 2006. Services provided were shown in relationship to the Regional Travel Options program 5-Year Strategic Plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

Regional Governance Institutions And Interlocal Cooperation For Service Delivery, Sung-Wook Kwon
Working Group on Interlocal Services Cooperation
Fragmentation of authority defines a first-order problem by creating economies of scale and positive and negative externalities in the provision of local public services. Resolving first-order problems leads to the second-order collective action problem of developing regional institutions that alter the first-order problem in a manner that improves joint outcomes. This paper investigates how regional councils of governments facilitate service cooperation by reducing transaction costs in interlocal service contracting. I focus on the role of the regional governance organizations, the characteristics of services, and political institutions while controlling for service markets and community characteristics. PIDE Cities Research Programme was initiated in Karachi with a conference titled Cities: the Engine of Growth on November 15-16, 2006. The conference was held in our largest city and was well-attended by economists, architects, town planners, Nazims, government officials, NGOs, journalists, and other citizens. The Natural Resources Law Center's 25th Anniversary Conference and Natural Resources Law Teachers 14th Biennial Institute provided an opportunity for some of the best natural resources lawyers to discuss future trends in the field. The conference focused on the larger, cross-cutting issues affecting natural resources policy. Initial discussions concerned the declining role of scientific resource management due to the increased inclusion of economic-cost benefit analysis and public participation in the decision-making process.
