The Oregon Department of Transportation (ODOT) Safety Investment Program (SIP) seeks to allocate safety funds in a manner that maximizes safety benefits on preservation projects and at specific high-crash locations. The SIP philosophy targets highway sections for investment with the premise that the most effective use of safety dollars to save lives is to invest in areas where the most people are being killed or seriously injured in traffic crashes. The SIP categorizes five-mile roadway sections on a 1-5 rating based on the number of crashes in a three year period; with five (5) being the most crash prone section. …

This paper studies approximations to the average length of Vehicle Routing Problems (VRP). The approximations are valuable for strategic and planning analysis of transportation and logistics problems. The research focus is on VRP with varying number of customers, demands, and locations. This modeling environment can be used in transport and logistics models that deal with a distribution center serving an area with daily variations in the demand. The routes are calculated daily based on what freight is available. New approximations and experimental settings are introduced. Portland's current bicycle network has brought the city into the national spotlight as a leader in the provision of cycling infrastructure. As the city looks forward to 2030 with ambitions of becoming a truly world-class bicycling city, it is clear that if the Draft Plan is fully implemented, nearly all of the city will be covered by a dense network of bikeways. The question of equity in the future is therefore not so much one of network coverage or lack of coverage, but of project priority and timing of implementation. Factors Predicting Residential Mobility Among The Recipients Of The Section 8 Housing Choice Voucher Program, Barbra Teater

The Section 8 Housing Choice Voucher (HCV) program is the largest low-income federal housing program in the Unites States and has a policy goal of promoting mobility or "choice." This study explored the factors that predict residential mobility among the recipients of the HCV program in Columbus, Ohio by including variables found to predict mobility among the general population and two new variables that are specific to the HCV program: total tenant payment (TTP); and fair market rent (FMR). Although the findings revealed that race, gender, age and number in family were significant in predicting residential mobility, the variables affected …

This report analyzes factors contributing to short duration (one to three days) unscheduled absences among operators at TriMet, the transit provider for the Portland, Oregon metropolitan region. The analysis draws on a wide array of operator-specific information recovered by transit ITS technologies in combination with information from the agency’s human resources, scheduling, incident, and customer relations databases. The likelihood of an absence is estimated in relation to personal characteristics, employment status, aspects of assigned work, service delivery and performance indicators, temporal factors, and customer feedback. This OTREC education project links experiential education with local transportation planning through a collaborative partnership between the University of Oregon, the Lane Transit District, and the cities of Eugene and Springfield. Public housing in Chicago, like many cities nationwide, has a history of poverty, crime, and disinvestments. In 1992 the HOPE VI program was created to change the development path of these neighborhoods. The objective of the program is to deconcentrate poverty and enrich prospects for gentrification and urban renewal in targeted neighborhoods by tearing down and replacing project-based public housing with mixed-income apartments. In the process condominium developments often arise on empty parcels of land that further accelerate neighborhood gentrification. This paper examines the role of culture in the urban development process. An abridged selection from an ongoing study of developers, activists and the politics of growth in Davis, California, it presents the case of the Target Corporation's campaign to build the first "big box" retail store in that city. I argue that Target's ability to win over the strongly slow-growth and anti-corporate community in a public referendum -- following apparently successful attempts to meet popular expectations of environmental leadership and the preservation of unique local character -- provides a clear example of how what I call cultural sincerity can …

I examine here how glamour is manifested in different places and among different peoples across Los Angeles, each with different histories, cultures and aesthetics. The objectives of this research were to retrospectively study the feasibility for using truck transponder data to produce freight corridor performance measures (travel times) and real-time traveler information. To support this analysis, weigh-in-motion data from each of the twenty-two stations in Oregon were assembled, processed, and uploaded in the WIM data archive is housed under the Portland Transportation Archive Listing (PORTAL) umbrella at Portland State University’s Intelligent Transportation Systems Lab. Nearly 42,000,000 truck records were successful uploaded to the archive dating back to July 2005. Two separate algorithms necessary for this research were scripted, tested, and validated. Community Wildfire Protection Plans: Reducing Wildfire Hazards In The Wildland Urban Interface, Gail Wells

The 2003 Healthy Forests Restoration Act calls for local communities in the wildland-urban interface to collaborate on developing Community Wildfire Protection Plans (CWPPs) to reduce their wildfire hazard. To craft a successful CWPP, a community must collaborate effectively. A Joint Fire Science Program-sponsored research team studied 15 communities as they developed CWPPs. They found that social networks, learning communities, and community capacity were key indicators of success, and that working together on a CWPP can enhance a community’s capacity to collaborate, helping it address future challenges more skillfully.

While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

The objective of this study is to continue monitoring the economic performance of Northeast Ohio’s (NEO) metropolitan areas over time and in comparison to other metropolitan areas across the United States, particularly leading metropolitan areas and other large metro areas located in the Midwest. The study monitors economic conditions prior to the current recession. This fourth study of dashboard indicators describes the findings using the framework that was developed in previous studies. It uses the same four measures of economic growth and nine dashboard indicators and their underlying variables for 136 metropolitan areas with population between 300,000 and 3.5 million. …

What are the democratic implications of the increasing professionalization of direct democracy?

The dissertation takes a critical approach to the "initiative-industrial complex" and offers a counter-thesis to prevailing scholarly research on the substantial growth in the use of political consultants in initiative campaigns. The political economic analysis approaches direct legislation campaigns and elections as constituent parts of a system of legitimation for the existing set of social relations.

The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.
