A two-pronged process, AmplifyPDX required managing two parallel and concurrent but mutually informative processes: creation of the Community Assessment Workbook as well as implementation of the Workbook in a particular community. To develop the Workbook, Mosaic Planning Group conducted a literature review, assembled an Advisory Committee and interviewed key informants with expertise on neighborhood planning, community organizing, and the Portland metropolitan region. Finally, in order to develop a user-friendly and effective community assessment workbook, Mosaic Planning Group tested certain elements of the Workbook in the Southeast Portland neighborhoods of Brentwood-Darlington and Woodstock. In December 2010, City Council passed Resolution 2261 which directed the City’s Committee for Citizen Involvement (CCI) to prepare a more formal action plan for smart growth and sustainability. Emerald Solutions, a team of Portland State Master’s students, was tasked with furthering these efforts by completing a Sustainability and Smart Growth Pilot Plan for the Town Center Pilot Area (TCPA). The plan works to develop a complete concept, structure, and community outreach process that will guide the City in the creation of a broader, citywide plan. This project was conducted under the supervision of Sumner Sharpe and Ellen Bassett.

Realizing public goals of an inclusive and vibrant society requires an advocacy approach to urban planning and economic development. Adelante Planning outlines strategies based on research and case studies to successfully implement a Mercado as an economic development and business incubation strategy for Portland’s Latino community. A Mercado is a strategic planning approach targeted toward Latino populations and other minorities, particularly in gentrifying locations of the Portland Metro region.

This report reviews existing data and research on predicted impacts of climate change in the Northwestern United States, and specifically focuses on the level of preparedness to accommodate new population growth due to climate migration in Oregon’s Willamette Valley. Climate change impacts in Oregon are predicted to be less severe than in other areas of the country. Generally, models project warmer, wetter winters and hotter, drier summers in the Willamette Valley and other areas west of the Cascade Range. This report summarizes the findings of a national project to examine the travel behavior, social capital, health, and lifestyle preferences of residents of neotraditional developments (NTD) compared to more standard suburban developments. We compare survey results from residents of matched pairs of neighborhoods in seventeen U.S. cities and towns, with each pair comprised of one NTD and one typical suburban neighborhood of similar size, age, and socio-demographic composition. Contrary to popular belief, the L.A. region is more of a desert than a tropical oasis. Little rainfall during the winter months and practically no rainfall during the summer months is characteristic of Southern California’s desert-like weather patterns. Due to these low precipitation levels, water is considered the most important commodity in the Los Angeles region. Prior to 1900, the inhabitants of this area were fully aware of the importance of water. This research focuses on the impact from public capital stock on economic growth in El Paso, Texas. A time series analysis is used to gauge the dynamic relationship between public infrastructure and the productivity of this city's economy. An Error Correction model and a Vector Error Correction model are utilized to discover short-run and long-run impacts from public capital stock on the growth of this particular economy. The Vector Autoregressive model is used to determine causality amongst the variables and to determine the structure of this economy. To thrive in 2020, we must conceive of the field of public administration in the broadest possible terms. Phenomena that typically have been treated peripherally in our literature are emerging center stage in recent years, confirming that the “old” boundaries of our discipline do not reflect contemporary reality. After reviewing three key developments—the rise of mixed and nongovernmental institutions in public policy, the increasing importance of market mechanisms, and the assertion of meaningful global regulation—an argument is made for a broader reconception of “publicness” that goes hand in hand with the embrace of governance in lieu of administration.

As truck loads continue to get bigger, the demand on many aging bridges increases. Slender steel structural elements widely used in bridge superstructures and braced substructures to resist these loads are built primarily for tension, however, and can buckle under compressive loads. Portland State University associate professor Peter Dusicka set out to develop and demonstrate the concept of retrofitting bridge brace elements with fiber reinforced composites in order to provide restraint against buckling. The advanced materials consisted of a combination of fiber reinforced polymer (FRP) composite pultruded sections and wet lay-up wraps intended to be applied in the field. This …

There are increasing numbers of low-speed electric vehicles (LSVs) on public roadways. These vehicles are designed to be used within protected environments and on roadways with a maximum posted speed of 25 mph. Currently these vehicles are not subject to the same federal requirements for occupant protection as passenger cars. This research project investigated safety standards, operating regulations, and LSV manufacturer materials from sources around the world. This is an inventory of open space with potential for agricultural production on land both owned by public agencies and within the city limits of Oakland, California. The inventory was conducted between the summer of 2008 and spring of 2009 and is part of an ongoing movement to develop a more resilient, sustainable, and just food system in Oakland. One year after the Mountain Monitor began tracking recession and recovery in the Intermountain West, the Southern Nevada economy has yet to turn around. The rate of slippage across a range of indicators has slowed measurably, but evidence of a nascent recovery eludes. Las Vegas' poor relative performance over the past year can be attributed not only to the legacy of a particularly devastating initial wave of economic distress, but also to a continued struggle to slow and reverse the downward trend.

Across the U.S., and particularly in the Northeast, cities known as former "mill towns" have been largely unsuccessful in attempts to revive their economic vigor. States and cities invest millions each year in efforts to reinvigorate these cities through economic development policies. Debates about the effectiveness of such policies in generating economic growth outcomes are prevalent in the literature. This thesis takes a different focus by considering the alignment of economic development goals and actions among citizens and government professionals. This report analyzes factors contributing to bus operations safety incidents at TriMet, the transit provider for the Portland Oregon metropolitan region. The analysis focuses on 4,631 collision and non-collision incidents that occurred between 2006 and 2009. Empirical analysis of these incidents draws on a wide array of operator-level data recovered by transit ITS technologies in combination with information from TriMet’s human resources, scheduling, and customer relations databases. Incident frequencies are estimated in relation to operators’ demographic characteristics, employment status, assigned work characteristics, service delivery and performance indicators, temporal factors, and customer information. Taxis are the most common form of transportation found in Yaoundé, Cameroon. However, they are also a prime example of unsafe driving, causing a large number of minor accidents that often go unreported and uncorrected. Based upon our research in Post-Katrina New Orleans, we define transportation resiliency as a system’s ability to function before, during and after major disruptions through reliance upon multiple mobility options. The importance of a resilient transportation system becomes more apparent during disasters where multiple options for mobility are necessary for both passenger and goods movement due to the potential loss of one or more modes.

From a planning perspective, one possible solution is to increase walkability throughout the cities. Many assessment methods are being developed and administered to evaluate the quality of existing urban environments to promote walkable cities/communities. In 2010, an interdisciplinary team from the National Policy Consensus Center at Portland State University and the Department of Planning, Public Policy and Management at the University of Oregon conducted a study examining the arrangements and mechanisms for integrating land use and transportation in metropolitan regions and assessing these arrangements based on current practice and future potential. The four case study regions were: Portland, Oregon; Puget Sound, WA; San Diego, CA, and Denver, CO.

The Intermountain West exemplifies the peculiarities of the Great Recession and its subsequently fragile and protracted recovery. Where pre-recession growth in employment and housing prices was fastest, employment losses and housing price declines have been the most severe—in Las Vegas, Phoenix, and Boise most starkly. The profundity of the recession and sluggishness of the recovery have ensured that no metro in the region escaped unscathed, however, and in the second quarter even the best performers fell on some indicators. This study focused on the use of single occupancy vehicles by employee and student commuters at the University at Albany. The team conducted a review of the existing options for alternative transportation, developed GIS maps of commuting patterns, investigated the on-time performance of mass transit and created a survey to examine perceptions and barriers to using alternative transportation. The report includes a handbook for conducting a similar analysis at other institutions.
