This document presents a set of strategies for preventing the displacement of low-income Cully residents as new investment comes in to the neighborhood. It was developed at the request of Living Cully: A Cully Ecodistrict, an innovative partnership of three community-serving organizations, Hacienda CDC, the Native American Youth & Family Center (NAYA) and Verde. In 2010, Verde established Living Cully as a strategy to introduce new environmental assets into Portland’s Cully Neighborhood. Living Cully reinterprets the ecodistrict concept as an anti-poverty strategy, as a means to address disparities by concentrating investments at the neighborhood scale. From January to June 2013, Swift Planning Group worked with the Kenton, Arbor Lodge, and Piedmont Neighborhood Associations, residents and businesses in those neighborhoods, and the broader community to develop a vision for what the future Lombard should look like and how to get there. Lombard Street has long been considered a dividing line between neighborhoods where walking is not only unpleasant, but unsafe. Five to Nine Consulting was formed to work with Main Street Oregon City and the City of Oregon City to develop a framework for the reintroduction of housing into downtown Oregon City. The name “five to nine” is inspired by the idea of activating Oregon City’s downtown into a lively, dynamic, and attractive urban center beyond business hours.

The 2010 BP Deepwater Horizon oil spill in the Gulf of Mexico awakened communities to the increased risk of large-scale damage along their coastlines presented by new technology in deep water drilling. Normal accident theory and high reliability theory offer a framework through which to view the 2010 spill that features predictive criteria linked to a qualitative assessment of risk presented by technology and organizations. The 2010 spill took place in a sociotechnical system that can be described as complex and tightly coupled, and therefore prone to normal accidents. The diffusion of geospatial technologies, including Geographic Information Systems (GIS) and Computer Aided Mass Appraisal Systems (CAMA), among Louisiana Assessors has been slowed by limited resources, a lack of communication and slow innovation decision processes. This research considers analysis of the speed of adoption, identifies the key players in decision making and the issues that influence the process based upon the theory of the diffusion of innovation developed by Dr. Everett M. Oregon is one of the few states that currently charge a commercial truck weight-mile tax (WMT). This research serves to evaluate ancillary applications for a system developed by the Oregon Department of Transportation (ODOT) to simplify WMT collection. The data collection system developed by ODOT – Truck Road Use Electronics (TRUE) - includes a smart phone application with a Global Positioning System (GPS) device and microprocessor. The TRUE data has enormous advantages over commercial truck GPS data used in previous research due to its level of disaggregation and its potential to differentiate between vehicle and commodity types. Does The Endowment Effect Influence Outcomes In Takings Cases? An Exploratory Look At Some Important Cases And Suggestions For Additional Research, Rayman Mohamed

The endowment effect predicts that people value losses more than gains. I examine whether the effect sheds light on courts’ takings decisions. My findings include the following: (1) regulations that emphasize losses rather than gains are more likely to survive judicial review; (2) endowments can include comprehensive plans, development plans, permits, etc; (3) both governments and landowners can acquire endowments to sway courts in their favor; (4) occupying land creates a strong endowment; and (5) implementing plans helps to cement endowments. This study focuses on the effects on the housing market, particularly the loss of affordable housing. It builds upon earlier studies to consider a broader interpretation of displacement that encompasses not just when a household is forced to move by conditions that affect the dwelling, but also to take into account changes in the neighborhood as a whole. These neighborhood changes can result in a neighborhood’s inability to provide basic services that make it impossible to continue residency as a “voluntary” response. South Portland’s Energy Action Plan (EAP) has not been updated since the completion and approval of the most recent South Portland Comprehensive Plan in October 2012. The current EAP has three phases, of which the first has been partially implemented, calling for energy and other resource conservation practices to be put in place in all City departments. Phase 2 is concerned with how the municipality can engage and incentivize businesses within the City to address energy use and efficiency, and is discussed in three sections below. Oregon Department of Transportation’s (ODOT) Transportation Planning and Analysis Unit (TPAU) developed a land use modeling tool called the “Land Use Scenario Developer in R” (LUSDR). LUSDR is a modeling tool, written in the “R” language, that may be used to predict and analyze regional land use changes probabilistically, creating a distribution of possible outcomes. They both were Jeffersonian idealists, who considered those who tilled the soil and worked the land for primary production a class of men above all the rest.

More efficient technologies, state laws as well as environmental, social, and political pressures have all contributed to placing solar acquisition on the agenda for California’s public entities over the last half decade. But a key question for these frequently cash-strapped jurisdictions is how to utilize public dollars and lands, and how to leverage incentives to obtain solar PVs. Introduction: The benefits to regular physical activity are well established. Walkability is one element of the built environment that has been correlated with increased levels of physical activity. The auto-centric design of Las Vegas Metropolitan area (LVMA) is unique in ways that may influence walkability. The purpose of this study was to determine which urban design characteristics are associated with walking and physical activity in moderate income neighborhoods in LVMA. Team policing involves the continuous geographical assignment of both patrol officers and investigators to the same, defined area, which allows them to become familiar with area residents and knowledgeable about community concerns and thus, enables them to develop individualized strategies to resolve the neighborhood problems that can lead to crime and disorder. This research examines impediments to problem-solving initiatives within police organizations. A systematic evaluation of a complex problem-oriented policing project in Las Vegas, Nevada, is used to identify obstacles to developing effective crime reduction interventions. This evaluation focuses on the first three steps of the SARA problem-solving process: scanning, analysis, and response. At each stage of the project, interviews are conducted with key project personnel (e.g., area command captains, supervising sergeants, community-oriented policing officers, community partners, residents). Data is also collected through observations at community meetings and ride-alongs with officers assigned to the project. These data are analyzed and common themes …

TBF’s investment and people and place-based initiatives seek to make sustainable, positive change through community and economic development in neighborhoods along the Fairmount-Indigo transit line in Boston. From 2010-2012, the Center team worked closely with Mattapan United and Millennium 10 (in Codman Square/Four Corners) to identify community priorities for neighborhood change. A multilevel approach is adopted to analyze how individual-level and community-level predictors interact to affect support for a specific growth management instrument. The multilevel model specification controls for respondent’s perceptions of local government’s general efficacy in managing growth and local growth rates. Results suggest that support for a specific growth management instrument increases amongst residents who generally support local government efforts to management growth and who live in high-growth communities. In view of the increasing concerns for escalating energy costs, healthier living, and environmental degradation, sustainable building initiatives are being pursued with both public and private support, although with significant misperceptions. The purpose of this study is to identify homeowner perceptions of renewable energy sources and to identify the causes of apprehension towards using renewable energy technology in affordable housing. The methodology of this study uses a non-experimental, descriptive designed, random survey. While environmental and economic sustainability have been driving factors in the movement towards a more resilient built environment, social sustainability is a factor that has received significantly less attention over the years. Federal support for low-income housing has fallen drastically, and the deficit of available, adequate, affordable homes continues to grow. In this thesis, I explore one way that architects can design affordable housing that is intrinsically sustainable.
