New transit investments can be a double-edged sword for disadvantaged communities (e.g., those included in environmental justice and Title VI protected classes). Transit investments improve communities’ mobility and access, and may improve health with reduced driving. However, there is also the potential for transit-oriented development (TOD) to spur gentrification and displacement if affordable housing is lost. Understanding transit corridor conditions and change with new infrastructure is important for learning how to mitigate negative effects and support inclusive communities with access to transit for lower-income households. A right-hook crash is a crash between a right-turning motor vehicle and an adjacent through-moving bicycle. At signalized intersections, these crashes can occur during any portion of the green interval when conflicting bicycles and vehicles are moving concurrently. The objective of this research was to evaluate the effectiveness of four types of engineering countermeasures – regulatory signage, intersection pavement marking, smaller curb radius, and protected intersection design – at modifying driver behaviors that are known contributing factors in these crashes. In this brief, authors Dante Scala and Kenneth Johnson examine voting patterns over the last five presidential elections. They report that although rural voters and urban voters are often portrayed as polar opposites, their differences are best understood as a continuum, not a dichotomy. From the largest urban cores to the most remote rural counties, they found significant variations in voting. Hillary Clinton nearly matched Barack Obama’s 2012 performance in most urban areas. Clinton’s defeat was due, in part, to her failure to match the performance of recent Democratic Presidential nominees in less populated areas. Though many commentators argued that …

The Great Recession has resulted in various changes in homeless populations in municipalities throughout the world. From “unsheltered homeless” in NYC to "rough sleepers" in London and to "sans-abris" in Paris, or "poblacion callejera" in Mexico City, the economic crisis of 2008 impacted economies in ways that put severe pressures on housing, particularly at the lower-income-level brackets. After all, the Great Recession was generated by a housing bubble, which then constricted capital markets for housing. After the immediate crisis, economic stabilization was followed by stagflation or deflation. There were flat or decreasing wages in the middle- to low-income brackets and …

The U.S.-Mexican border is a region discussed in public conversations; a place where vendors, disparate groups of people, public art, and many different levels of government converge; it is a place designed to be a gateway between countries. It is a public space, a place where substantive democracy should be paramount. This paper provides a theoretical overview of public space, democracy, and the main bureaucracy in charge, the Department of Homeland Security. Economic Determinant Analysis Of Student Academic Performance In Mississippi Public Schools, Debra Monroe-Lax, Jae-Young Ko

The purpose of this study was to assess the relationship between economic determinants and student academic performance indicators of public school students in the State of Mississippi. It was hypothesized that public school districts with higher economic security leads to higher academic achievement. Data for the study were obtained through the Mississippi Department of Education Children’s First Annual Report for school year 2012 -2013, and the Annie E. Casey Foundation Kids Count Datacenter for 2013. Using bivariate analyses and multiple regression models, the results revealed that students’ academic performance indicators were statistically significantly with weak to moderate effects for each …

"Corporate Psychopaths" In Public Agencies?, Lee W. Hanson, David L. Baker

Corporate leaders with psychopathic traits are the subject of a growing scientific literature. Recently, scholars have begun to examine such personalities in public agencies. In this article, we relate psychopathic public leaders to research on toxic and destructive leadership, leader personality disorder, and the Dark Triad/Tetrad of psychopathic, narcissistic, Machiavellian, and sadistic personalities. Via a brief scenario, we illustrate how the term “corporate psychopath” might be used by lay employees lacking psychiatric expertise as a catchall term for any one of the four dark types in a leadership role. This paper addresses an important question: what can a highly complex public health situation such as the Dallas-Fort Worth Ebola outbreak tell us about the use of discretion by executive level public administrators? The public administration literature is rich with evidence of street-level bureaucratic discretion, but has not explored executive level discretion decision making. The authors argue that in highly complex situations of uncertainty, such as in the case of the Dallas-Fort Worth regional Ebola emergency response, the executive use of discretion translates to decisions under the conditions of uncertainty. Louisiana has lost approximately 1,880 square miles of land over the past eighty years. Projections suggest that in a future without action, the next fifty years could result in the loss of 1,750 additional square miles of land area. As land loss continues, a large portion of the natural and man-made capital stocks of coastal Louisiana will be at greater risk of damage, either from land loss or from the associated increase in storm damage. We estimate the replacement cost of capital stock directly at risk from land loss ranges from approximately $2.1 billion to $3.5 billion with economic activity …

E-bikes, E-Cars, Carshare, Bikeshare, and Micro-EVs in China have shaken up the traditional motorization pathways that have occurred in developing countries in the past. The combination of emerging vehicle technologies, urban and environmental constraints, and heavy-handed policy make China's motorization processes unique in the world—but how China motorizes has far-reaching impacts based on sheer volume of vehicles and population.

While there exists extensive assessment of urban heat, we observe myriad methods for describing thermal distribution, factors that mediate temperatures, and potential impacts on urban populations. In addition, the limited spatial and temporal resolution of satellite-derived heat measurements may limit the capacity of decision makers to take effective actions for reducing mortalities in vulnerable populations whose locations require highly-refined measurements. Off-road vehicles (hereafter, ORVs) rank high among public-land management challenges because they are popular, often impair environmental conditions, and may cause conflicts with other recreational users. Unit-level planning for federal lands increasingly translates broad, system-wide objectives, such as maintenance of ecological integrity, into place-based limitations on ORV use to minimize and mitigate adverse impacts on wildlife. We reviewed 176 planning documents covering 313 National Wildlife Refuges (hereafter, Refuges) to understand how planning supports or undermines ORV recreation management. Evidence has shown that higher income and white populations are overrepresented in both access to and use of bike share. Efforts to overcome underserved communities’ barriers to access and use of bike share have been initiated in a number of cities, including those working with the Better Bike Share Partnership (BBSP) to launch and test potentially replicable approaches to improve the equity outcomes. This report describes findings from a survey of residents living near bike share stations placed in underserved communities of select BBSP cities: Philadelphia, Chicago, and Brooklyn. This upcoming fall (2017) will be the 10th year that the counts have been held, which means we at Metro can finally start seeing noticeable, long-lasting trends in the regional trail network. Deteriorating transportation infrastructure is constantly in the news. Government agencies at all levels are pursuing methods to monitor structural health, so that they can prioritize repairs. In Oregon, the Cascadia Subduction Zone megathrust earthquake looms as a significant natural hazard for which our transportation network is ill-prepared. The Oregon Department of Transportation (ODOT) estimates that it will take around $2.6 billion over seven years to repair or replace many of the existing bridges in the state’s network to maintain lifeline routes after a Cascadia event. Funding for the scenarios envisioned by ODOT is not forthcoming, and the project …

Global public housing authorities in state versus market capitalism take different approaches to provide housing for multicultural demographics. This capstone project looks at that of New York City and Singapore as case studies of ideologies of welfare, multicultural national identity and public policies representative of their political economies. With special attention paid the spatial relations of ethnic enclaves in both urban environments, focus is placed on a social, lived experience shaped by both 'productivist' versus 'cynical' ideology and privatization versus state authoritarianism. This study will examine financial literacy among university transfer students at Portland State University. The main objective is to assess the financial knowledge and behaviors of transfer students and how that impacts perceived social mobility. The goal is to provide conclusions and resource implications regarding the specific needs of university transfer students through a sociological lens. Each day on campus holds the possibility that these students may suffer from an encounter that causes them long-term physical, emotional, psychological impact. Ontario municipalities of all sizes face pressure to “do more with less.” Commissioned by the Ontario Ministry of Municipal Affairs, this Resource Guide provides municipal officials with single-source information about a range of current leading practices in cost savings in small and mid-sized Ontario municipalities. Municipalities across the province are continually developing innovative practices that save costs without incurring service level reductions. Most of these practices involve small-scale initiatives that result in modest savings. Although post-colonial theory was developed to examine the legacy of colonial powers, this project proposes that post-colonial theory can nonetheless fruitfully be used for a literary analysis of the Fair Housing Act to account for the typically non-colonial legacy of US segregation. Even though Chicago is not a city in the colonial context, the post-colonial discourse of violence, territorialization, and citizenship are useful tools for understanding the language in legislation that shaped American systemic segregation. Peer-to-peer (P2P) carsharing is a relatively new concept in the U.S. Enabled by recent internet and mobile technology development, P2P carsharing generally involves a facilitating company connecting private vehicle owners to people who are interested in renting a vehicle. P2P carsharing has many things in common with business-to-consumer (B2C) carsharing services. Consumers join the service to rent vehicles on a short-term basis from locations dispersed throughout a certain area. Both services may allow households to reduce their private car ownership. Research has demonstrated that everyday or utilitarian forms of cycling are most likely to generate positive population-level health impacts (Garrard et al., 2012), yet significant deterrents to routine cycling remain, particularly for women and minorities.
