The Arcata Volunteer Fire Department was organized on January 24 1884 in response to a growing awareness that the pump-and-bucket operation on the town's Plaza was inadequate to protect the business district. A necessary part of that new department, of course, was a dependable water system; the organization of the Union Water Co. took place in December 1883. This report covers the establishment and history of the Union Water Company.

Most of the recent analyses of Boston's housing problem reveal a complex and contradictory mix of positive trends and negative factors, clouded by a growing percentage of poor and near-poor resident households in the City and declining commitments by the federal government to housing, particularly for subsidies of new housing production.

That Boston's housing problem, unlike that of many other large cities, is of manageable proportions, however, is attributable mainly to the following demographic trends and forecasts that are not likely to exacerbate the problem and that many even ease some of the most serious current and future pressures of …

Sharp cutbacks in federal aid for housing and community development now challenge Boston to become more resourceful in its housing strategies. In the neighborhoods where new solutions are needed, much has already been happening that can be adapted and expanded. Fortunately, the City's resurgence can also help achieve more results with less public resources, but a fresh approach involving community interests is essential. At the same time, local laws, procedures and programs devised to address past problems must also be critically re-evaluated to determine their appropriateness to the new realities.

This paper argues, first, that most housing problems—in Boston and throughout the nation—are ultimately the result of the squeeze between inadequate incomes, on the one hand, and the cost of profitably providing housing on the other. It is also argued that housing cost and incomes together are the most decisive determinants of the overall quality of life of families and communities. Today's police administrators need administrative policy statements that can be easily followed by individual officers in reacting to civil disorders.' Historical analysis reveals a system in which the police have deepened racial divisions in the United States by failing to cope with problems in ghetto areas. Employing careless policies, sometimes initiated by the police chief and other times initiated by the individual officer, the police have shown weaknesses in two major areas. First, the police have no established procedures to follow when civil disturbances erupt. In this article Professors Plager and Handler examine the influence of legal process upon decision making in municipal redevelopment. Their thesis is that public acceptance of a redevelopment venture depends primarily on the command of political and planning skills and occurs despite rather than because of legal procedures designed to accommodate principles of democracy. Partly through the method of a case study of recent data collected from one municipality, partly by comparative analysis with other studies, they conclude that the reality of decision making in the region they explore is the predominance of informal power over formal, democratic, legal decision-making …
