This paper presents a sustainable adaptive capacity framework for water management for municipalities, named Sustainable MAC-Water framework, after assessing the strengths and weaknesses of adaptive capacity in Mexico and its municipalities. It provides municipalities with an instrument to help them create sustainable adaptive capacity plans (Sustainable MAC plans) to prevent adverse impacts on water resources and related sectors. It is based on a study of policy instruments crafted by the Intergovernmental Panel on Climate Change (IPCC) and the Government of Mexico, and literature on adaptive capacity, assessment, and planning. The Levant’s Decapolis was a network of ten cities in Greco-Roman Israel, Jordan, and Syria that established a thriving economic community. The Decapolis was home to ancient and modern cities like Damascus (Dammásq) and Amman (Philadelphia). Despite the various origins of these cities, Roman administration and their city planners oversaw the implementation of idealized Roman city form throughout the region. Three Decapolis cities represent intriguing examples of the larger confederation. A broad overview of migrations affecting black southerners is presented, including the Atlantic slave trade, the domestic slave trade, colonization movements to Sierra Leone and Liberia, the Exoduster movement, the Great Migration, and the Return South migration. Emigrants convey their experiences and motivations through testimonies and personal accounts. Surviving the trauma of forced migrations, black southerners organized numerous migration movements both outside and within American polities in search of better opportunities. In the late 20th century, black southerners also initiated a return migration to the American South and have since achieved notable socioeconomic and political progress.
