Children are a spur, a commitment, a way of imaging the future—but all too often these sorts of phrases just rattle around a vacuum, their utterance the beginning and end of the commitment. We emphasize “the best interests of the child,”but this gloss provides a moral imperative to all manner of uncompleted projects and unfulfilled policies. Likewise, the use of children’s images or presence in public forums of all types gives a patina of honorableness to practices and plans that never actually make good on the promissory note of childhood. In an early scene in The Terminator, the Cyborgian Arnold Schwarzenegger walks into an L.A. gun shop and asks to see the wares. The shopkeeper lays out Uzis, submachine guns, rocket launchers, and other sophisticated means of overkill, nervously understating, "Any one of these will suit you for home defense purposes." The situation is likewise in the growing child protection industry. As part of the project for the Participatory Design of Two Community Elementary Schoolyards in Harlem, P.S. 185 and P.S. 208 (The Schoolyards Project), the Children's Environments Research Group of the City University of New York held an International Student Design Competition for the design of these schoolyards. The competition drew sixty entries from various countries. The jury met on October 10, 1990 and awarded one First Prize and five Honorable Mentions. A landscape architect was then hired to utilize the best ideas, together with the architectural program which had been produced with the school and the surrounding community.

The Leeuwin-Naturaliste region is one of Western Australia's most beautiful areas. Located in the far south-west corner of the State, it is a popular scenis and tourist spot, as well as supporting grazing, horticultureal and viticultural enterprises.

Outside of perth the region is the most popular tourist destination in the state. It is also responsible for about a quarter of the State's milk production, and 15 percent of the state's potato production and a quarter of the State's wine grapes.

On 17 May 1955, dedication ceremonies for the Arcata Community Forest were held by the Arcata Redwood Circle of the Redwood Region Conservation Council, which sent out 2,500 invitations to the event. The first municipally owned forest in the State of California, Arcata's 6OO-acre Forest was to be "managed for the benefit of all the citizens of the city, with attention to watershed, recreation, timber management and other values (Humboldt Times, 15 May 1955).

The Arcata Volunteer Fire Department was organized on January 24 1884 in response to a growing awareness that the pump-and-bucket operation on the town's Plaza was inadequate to protect the business district. A necessary part of that new department, of course, was a dependable water system; the organization of the Union Water Co. took place in December 1883. This report covers the establishment and history of the Union Water Company.

Waterways and wildlife

The St. Johns River flows for approximately 39 miles through Duval County to the ocean. Shoreline uses range from residential, industrial, military, port, central business district, open spaces, to saltwater marshes. Environmental and design improvements are needed. Background studies were developed as part of the study. Topics covered included geophysical aspects, terrestrial vegetation, aquatic ecology and fishery resources, wildlife, historic resources, portand river-related industry, port maintenance, and commercial fishing. Development Intensity Analysis was conducted for the river corridor. Five environmental factors utilized were vegetation, wildlife, soils, slope, and flood probability. The East Everglades Moratorium Area is primarily a natural environmental study based on the Environmental Protection Guide. The present character and function of the area and man's impact on them have been inventoried and analyzed. Land use recommendations and implementation tools for environmental protection are suggested based on a series of Environmental Protection Zones. This study does not discuss in as great a detail such urban issues as density, transportation, and urban services which typify other area studies.
