Ethics problems permeate all aspects of public agencies. This is especially true in urban areas where public workers have frequent interactions with large numbers of civilians. The results of unethical behavior often have very tangible effects with perhaps the most serious consequences being the deterioration of public services and the destruction of public trust.

This dissertation explores Milton Fisk's Group Ethics Theory which states that ethical behavior varies according to cohesive group membership. The task of identifying nonprofit organizations, voluntary action and philanthropy as the principal constituents of a single "sector" within the larger economy, society and polity has been a central challenge for the multidisciplinary paradigm which seems to be emerging in this field. The concepts of the commons and common goods are presented as concepts with important multi-disciplinary implications. The commons is characterized by uncoerced participation, shared purposes and resources, mutuality and fairness and the derivative concept of common goods, as desirable ends which are universal and indivisible within a commons but not necessarily beyond. Over the years a significant decline in employment had occurred in the Douglas-fir region’s lumber and wood products industry. High levels of unemployment can lead to undesirable economic and social effects. An understanding of the nature of unemployment can facilitate future planning as well as mitigating current problems. This study has attempted to examine the underlying causes of employment decline in the region’s softwood lumber and plywood industries, specifically over the period 1979-86. Boyatzis has stated that "true" management competencies are characteristics of a manager which differentiate superior from average and below average performance. Boyatzis, however, treats a manager's self-image (self-concept) as a "threshold" rather than a "real" competency. Lafferty's research, which has measured relationships between several lifestyle (self-concept) variables and corresponding organizational behavior, has found that performance differences between average and high performing managers are associated with differences in self-concept construction. The researcher proposes to treat variations in self-concept measurements from managers as indications of their relative management competency. This report presents a statistical evaluation of vertical equity in the pattern of residential property assessments in the Lake Oswego, West Linn and nearby unincorporated areas based on an application of the Paglin-Fogarty method to a sample of recent sales. A vertically regressive pattern of inequity in assessments, which is characterized by systemmatic under-assessment of higher-valued properties and overassessment of lower-valued properties, was found. Based on the entire sample, it was estimated that a typical $75,000 property was overassessed by about $4,700, and a typical $175,000 property was underassessed by $8,800.

Tax Equity Effects Of Creative Financing: Empirical Evidence, James G. Strathman, Morton Paglin

This paper argues that tax inequities are produced when property assessments fail to account for the effects of creative financing . Changes in equity resulting from the capitalization of creative financing in housing prices are estimated from a sample of properties in Portland, Oregon using the Paglin-Fogarty model. The principal findings of the analysis indicate that : 1) on average, creatively financed houses have a higher mean assessment ratio than conventionally financed houses; 2) the assessment penalty for creative financing is systematically related to the market value of houses, and is both absolutely and relatively larger for houses with lower …
