Permukiman Candi Baru adalah bagian awal pengembangan fase modernisasi Kota Semarang pada 1906-1942. Permukiman tersebut didesain dengan konsep garden city oleh Ir. Herman Thomas Karsten pada tahun 1916. Dalam praktiknya, Karsten dan ahli-ahli lokal yang membantunya, tidak utuh menerapkan konsep Garden City by Howard. Desain dibuat dengan penyesuaian kondisi Indonesia. Secara struktur, kawasan ini masih menampakan karakter garden city. Bangunan-bangunan yang ada di kawasan tersebut sebagian besar adalah bangunan yang sama tuanya dengan kawasan itu sendiri. Urban sprawl is rapidly expanding in the outskirts of Jakarta, resulting in a patchwork of urban areas. Unlike many walkable cities in Europe that have long embraced the pedestrian culture, Jakarta and other developing cities have prioritized private vehicle-oriented development, leading to mixed urban forms. According to data from BPS in 2022, over 16.5 million motorcycles are registered in Jakarta, and 62.3% of Jabodetabek commuters use them. This study recognizes the permeability of neighbourhood scale concerning using motorcycles to support daily mobility. Despite this, research on how capabilities underpin innovation through smart city initiatives is still lacking. To address this gap, we conduct an empirical investigation of smart city initiatives in Macau, a former Portuguese colony and now special administrative region (SAR) of China. This paper is a critique of the thought provoking, if not problematic, ideas presented in Robert Greenleaf’s pamphlet, The Servant as Leader (Greenleaf, 2008) which appeared in print in the 1970’s. This text constituted the seminal work upon which a progressive, transformational movement was created in the training of management cadres in North American companies, with the transition of the concept of a “leader boss” to that of “leader as a servant”. The popular concept of servant leadership is discussed as are the characteristics of servant leaders and the relationships between the servant leader approach and power usage and service. Servant leadership is compared and contrasted to several other common leadership styles. Ten attitudes that support and facilitate servant leadership behaviors are identified from the leadership literature. Leadership practices that flow from these attitudes are examined. Emphasis is placed on the supportive, enabling work environment created by servant leaders.
