An area can be torn by the competition between the preservation of its character and the desire for new development. Cayucos’ downtown area is recognized by both residents and visitors as a special place with a strong, small, coastal town feel. However, issues such as accessibility, public amenities, parking, maintenance, and general development needs have to be dealt with. This thesis deals with the issue of how to plan for change while maintaining the character of Cayucos, and presents an enhancement plan proposal for its downtown. This paper examines the role of culture in the urban development process. An abridged selection from an ongoing study of developers, activists and the politics of growth in Davis, California, it presents the case of the Target Corporation's campaign to build the first "big box" retail store in that city. I argue that Target's ability to win over the strongly slow-growth and anti-corporate community in a public referendum -- following apparently successful attempts to meet popular expectations of environmental leadership and the preservation of unique local character -- provides a clear example of how what I call cultural sincerity can …

I examine here how glamour is manifested in different places and among different peoples across Los Angeles, each with different histories, cultures and aesthetics. After initially defining the concept with reference to traditional understandings using the social and spatial history of Hollywood, I develop three ideal-typical categories of glamour (glitz as glamour, status as glamour, and grit as glamour) as heuristics for looking at the many diverse ‘glamours’ to be found in Los Angeles today: from the film industry to finance, the allure of haute cuisine to the chrome of Latino car culture, the manufactured spectacle of absurdist architecture to …

In order to assist urban decision-makers to present, analyze, and solve related issues, accurate and timely spatial information is n~eded in urban areas. This research focused on building information extraction and the relationship analysis of buildings and temperatures in the downtown Indianapolis, IN. Refugee camps in Lebanon are harsh, continuously and rapidly deteriorating environments. In addition to poverty, numerous wars and the restrictions of civil rights, refugee camps that were not designed as a long-term settlement were made to accommodate their residents in addition to their descendents for a period that has lasted over 59 years. Since the establishment of the camps in 1948 the Palestinian refugees in Lebanon have fallen victim to multiple wars and as a result most camps have witnessed major destruction of homes and infrastructure, and a few were entirely destroyed. Sprawling development patterns accelerated across the New England landscape in the last three decades and consumed the region‘s forests, farms, and open spaces at an unprecedented rate. New England‘ers in all six states formed land trusts, supported statewide conservation organizations, and collaborated with state and federal partners to protect some of their most-prized recreation lands, wildlife habitats, and working lands. The current economic recession has slowed development pressures across the region and offers an opportunity to build on recent successes. The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.

The 220 acre master plan for South Village, the largest project in the City of South Burlington’s history, encompasses multiple housing types and innovative provisions for affordable housing. It integrates housing with open space and natural resource conservation, including a major Community Supported Agriculture project developed by a nonprofit partner, the Intervale Foundation. While not a mixed-use project (that is, commercial as well as residential development), South Village nonetheless represents a qualitative change in approach for South Burlington by incorporating large-scale open space preservation as part of development and multiple housing-types in one project. I have come to believe that the core of our declining physical, mental and community health dwells in the current practice of land use based development. Although today's land use codes began as a legitimate response to protect people's health and welfare it has since devolved into an unsustainable process. Like waterfronts and transit stops, parks leverage value in urban areas. While much recent attention has been given to the signature mega-park, the value of the small-scale neighborhood park in reinventing the city has been overlooked. Once connecting neighborhoods of differing character, and sponsoring more than 80 residential structures along its edges, the historic MacArthur Park at the edge of downtown Little Rock is radically underutilized as an urban neighborhood asset. Severed from its neighborhoods along two edges by interstate construction in the 1960s, this moribund 40-acre municipal park is left with only 16 residential structures along its frontage. The …

The omnipresence of consumption in advanced societies is indisputable; spaces designed to facilitate consumption (or means of consumption) are one aspect of that presence. On the surface, these spaces appear to be quite harmless dreamworlds full of possibilities, but at another level they are highly instrumental, composed of various mechanisms that work to sell commodities through the manipulation of consumer behavior. I argue that consumption spaces express a logic of movement, and a consumption logistics, that is based on the commodity form and relatable to warfare that works to domesticate consumers into the commodity system. Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. Environments conducive to walking may help people avoid sedentary lifestyles and associated diseases. Recent studies developed walkability models combining several built environment characteristics to optimally predict walking. Developing and testing such models with the same data could lead to overestimating one's ability to predict walking in an independent sample of the population. More accurate estimates of model fit can be obtained by splitting a single study population into training and validation sets (holdout approach) or through developing and evaluating models in different populations. The term machi, signifying both neighborhood and small town, is a key element for understanding Japanese urban form and city planning. After tracing the origins of the term, this article explores the historic and contemporary significance of the concept and its particular spatial and socioeconomic forms. The article then argues that the concept of machi influenced the ways in which Japanese planners picked up foreign concepts through the nineteenth and particularly the twentieth century, absorbing some ideas and rejecting others. Located on the Ozark Plateau, this 43-unit housing development is a LEED-ND (Neighborhood Development) pilot project to be built for $60/sf plus $2.3 million in infrastructure costs. The studio objective is to design a demonstration project that combines affordability with best environmental practices as designated by the U.S. Green Building Council (USGBC). Porchscapes is a pioneering Low Impact Development (LID) project funded under the U.S. Environmental Protection Agency’s Section 319 Program for Nonpoint Source Pollution. LID manages stormwater runoff through ecological engineering technologies. Wrongly Accused Redux: How Race Contributes To Convicting The Innocent: The Informants Example, Andrew E. Taslitz

This article analyzes five forces that may raise the risk of convicting the innocent based upon the suspect's race: the selection, ratchet, procedural justice, bystanders, and aggressive-suspicion effects. In other words, subconscious forces press police to focus more attention on racial minorites, the ratchet makes this focus every-increasing, the resulting sense by the community of unfair treatment raises its involvment in crime while lowering its willingness to aid the police in resisting crime, innocent persons suffer when their skin color becomes associated with criminality, and the police use more aggressive techniques on racial minorities in a way that raises the …

Studies of the valuation of housing attributes abound. Empirical studies of this nature for Latin America and Mexico are less common. This study utilizes data for 175 new houses in Ciudad Juarez to estimate a hedonic pricing model. All units in the sample were completed and sold between November 2006 and April 2007. For each house, a total of fourteen characteristics, both structural and locational, are employed as explanatory variables. Empirical results indicate that the structural characteristics play a bigger role than the neighborhood amenities. Surprisingly, neighborhood parks are found to lower housing values
