Terrorism has been on the mind of the American people and politicians alike since the 9/11 attacks over two decades ago. In the years since, there has been a massive shift in law enforcement priorities from community-oriented policing (COP) to homeland security-oriented policing. This was especially evident in the establishment of the Department of Homeland Security (DHS) shortly after the attacks on the World Trade Center and Pentagon in 2001, which was established to aid law enforcement entities with terrorism preparedness. While always remembering that racial capitalism’s very nature ensures that non-white Americans suffer incomparable racial oppression, this paper will endeavor to expose the devastation caused to American society as a whole by explaining the ways in which racial capitalism destroyed poor white labors ability to participate fully in the economic system and strangled its chances of living the American dream. Police officers respond to a variety of calls for service 24 hours a day, seven days a week, including mental-health related emergencies. With deinstitutionalization of individuals with severe mental illness, officers are often the first to be called to contact these individuals when they are in crisis (DeCuir, Lamb & Weinberger, 2002). Yet, few law enforcement officers have adequate training to manage interactions with people in mental health crisis. Officers perceive mental health related calls as very unpredictable and dangerous, which without adequate training in de-escalation, could inadvertently cause them to approach in a manner which escalates the situation (Fulambarker …
