A Vicious Cycle: How Racialised Moral Panics Simultaneously Reproduce (And Are Reproduced By) Repressive Policing Practices, Oscar D. Sharples
Culture, Society, and Praxis
Policing and moral panics exist in a mutually reinforcing, reciprocal relationship, the harmful outcomes of which are disproportionately directed towards poor communities of colour. This paper will draw on two examples of moral panics: those surrounding Islamic terrorism and Black crime, in order to illustrate the harm that this reinforcing relationship can cause. This harm manifests itself in increasingly restrictive antiterrorism laws, Prevent initiatives, racial profiling, and internal surveillance within the Muslim community; as well as the policies of Joint Enterprise, Knife Crime Prevention Orders (KCPOs), and the strengthening of the school-to-prison pipeline, which disproportionally target Black youth. Immigration and Customs Enforcement (ICE) is a federal agency that plays a large role in surveilling, apprehending, detaining, incarcerating, and deporting undocumented immigrants in the United States. Due to constraints on the number of ICE’s available personnel and resources, the agency relies on deputizing, or devolving to local law enforcement agencies the authority to enforce federal immigration policies. Prior to the 1990s, the enforcement of policies directed at controlling flows of undocumented immigrants was generally under the purview of federal law enforcement agencies and administrators, not state or local ones. Publicized police misconduct and brutality over the past decade have contributed to increased tensions between the police and community. Exposure to these encounters can result in negative perceptions of police and have serious policy implications for funding of police departments. Although prior research has focused on previous contacts with police, little is known about how voluntary contacts with police can shape an individual’s perceptions. While always remembering that racial capitalism’s very nature ensures that non-white Americans suffer incomparable racial oppression, this paper will endeavor to expose the devastation caused to American society as a whole by explaining the ways in which racial capitalism destroyed poor white labors ability to participate fully in the economic system and strangled its chances of living the American dream. Examining organized crime groups should not be purely economic; in other words, the culture, social structure, political contexts, and so on, are also critical in an insightful analysis of any organized crime group. For this paper, the Japanese yakuza are considered both in an economic viewpoint, such as how they make money, but also in other areas, such as its syndicates' notable cultural contributions and specific social characteristics. Moreover, this paper explores the dynamic changing of the organization overtime, especially in regards to its shifting relationship with the Japanese government.

On August 9, 2014, Michael Brown, an 18-year old Black man, was fatally shot by Darren Wilson, a white policeman with the Ferguson Police Department. The incident sparked protests and acts of vandalism in Ferguson as well as widespread calls for an investigation into the incident. On September 3, 2014, The Justice Department announced that it would open a broad civil rights investigation that would examine whether the Ferguson police had a history of discrimination or misuse of force beyond the Michael Brown case.
