A Vicious Cycle: How Racialised Moral Panics Simultaneously Reproduce (And Are Reproduced By) Repressive Policing Practices, Oscar D. Sharples

Policing and moral panics exist in a mutually reinforcing, reciprocal relationship, the harmful outcomes of which are disproportionately directed towards poor communities of colour. This paper will draw on two examples of moral panics: those surrounding Islamic terrorism and Black crime, in order to illustrate the harm that this reinforcing relationship can cause. This harm manifests itself in increasingly restrictive antiterrorism laws, Prevent initiatives, racial profiling, and internal surveillance within the Muslim community; as well as the policies of Joint Enterprise, Knife Crime Prevention Orders (KCPOs), and the strengthening of the school-to-prison pipeline, which disproportionally target Black youth. Does Diversity Matter? Police Violence, Minority Representation, And Urban Policing, Maddy Mcvaugh

This paper argues that, while increasing officer diversity may prove beneficial to some urban departments, for the majority, increased diversity within law enforcement does not substantially decrease the amount of violence towards racial minorities due to police culture and institutional practices. Specifically, I examine how structural policing methods target and excessively monitor Black and Hispanic communities, which leads to increased police encounters. Through police culture, these increased encounters then create further opportunities for acts of violence to be used against these minority communities. Structural racism has taken many forms throughout American history and to this day continues to drive social, economic, and health inequalities. Mass incarceration is a modern tool of social marginalization with well documented and deep-rooted racial inequalities. Research has continually shown that mass incarceration negatively impacts the health of disadvantaged communities. Even police stops, the most common and mundane form of criminal justice contact has been linked with deleterious health outcomes at the individual and community level. While always remembering that racial capitalism’s very nature ensures that non-white Americans suffer incomparable racial oppression, this paper will endeavor to expose the devastation caused to American society as a whole by explaining the ways in which racial capitalism destroyed poor white labors ability to participate fully in the economic system and strangled its chances of living the American dream.
