Publicized police misconduct and brutality over the past decade have contributed to increased tensions between the police and community. Exposure to these encounters can result in negative perceptions of police and have serious policy implications for funding of police departments. Although prior research has focused on previous contacts with police, little is known about how voluntary contacts with police can shape an individual’s perceptions. While always remembering that racial capitalism’s very nature ensures that non-white Americans suffer incomparable racial oppression, this paper will endeavor to expose the devastation caused to American society as a whole by explaining the ways in which racial capitalism destroyed poor white labors ability to participate fully in the economic system and strangled its chances of living the American dream. It is my hope that by discussing the missing piece of the poor white laborers’ experience under racial capitalism will unite poor white laborers and poor black laborers to work together to end racial capitalism, policing, and the carceral system. …

The evolution of crime throughout time has required a development of alternative policing methodologies in the United States. One result of this is community policing, where problem solving became foundational to solving crime, transitioning from reactionary to prevention-based policing tactics. However, serious issues with community policing persist. This paper considers the role of police officers as development actors, introducing a foundational philosophy of development and formulating new principles and suggestions for modern police tactics.
