Armed violence targeting police personnel and police facilities has conspicuously emerged as one of the dominant challenges confronting many police agencies in Africa. Consequently, police officers in African countries are increasingly becoming vulnerable to violent deaths and attacks in the line of duty. In view of this prevailing situation, this paper critically interrogates the nexus between institutional legacy and armed attacks targeting the police in African countries. This paper argues that, while increasing officer diversity may prove beneficial to some urban departments, for the majority, increased diversity within law enforcement does not substantially decrease the amount of violence towards racial minorities due to police culture and institutional practices. Specifically, I examine how structural policing methods target and excessively monitor Black and Hispanic communities, which leads to increased police encounters. Through police culture, these increased encounters then create further opportunities for acts of violence to be used against these minority communities. This first step cultivation analysis examines the quantity, temporal dynamics, and stance of muni-cipal police officer use of force depictions based on the gender of the officer. The 112 theatri-cally released films that comprise the core cop film genre were systematically identified. Subsequently, a population of 468 police use of force scenes was identified to serve as the units of analysis for this study. Findings revealed male officer use of force scenes appeared across all 40 years of films. Female officer use of force scenes, however, were highly restricted to specific films, years, and often dwarfed by male scenes within …

In this Foreword, I make the case for an abolition constitutionalism that attends to the theorizing of prison abolitionists. In Part I, I provide a summary of prison abolition theory and highlight its foundational tenets that engage with the institution of slavery and its eradication. I discuss how abolition theorists view the current prison industrial complex as originating in, though distinct from, racialized chattel slavery and the racial capitalist regime that relied on and sustained it, and their movement as completing the “unfinished liberation” sought by slavery abolitionists in the past. After the rebellion over the killing of Michael Brown, the US Justice Department reported that over-policing for the sake of monetary extraction was taking place in Ferguson, MO, with non-White and people in poverty being disproportionately targeted at the hands of the police. Predictors Of Police Reporting Among Hispanic Immigrant Victims Of Violence, Dane Hautala, Kirk Dombrowski, Anthony Marcus

The purpose of this study was to examine predictors of police reporting among Hispanic immigrant victims of violence. A sample of 127 Hispanic immigrants was generated through a chain-referral procedure in the city of Hempstead, New York. Participants were asked about their most recent victimization experiences, and detailed information was collected on up to three incidents. The analyses were based on a total of 214 separate victimization incidents, one third of which were reported to the police. Logistic regression analyses indicated that serious injury, multiple-victim incidents, and perceptions of discrimination increase the odds of a police report. Moreover, incidents involving …

This study explores the relationship between Black police officers, Black citizens, and their external environment using a group of 30 police officers and citizens to establish the connection between police officer race and perceptions by same race citizens within the context of police use of force. I use the term Black to be inclusive of African Americans as well as others of African descent without regard to their ethnicity or national origin.
