Brunei Darussalam's national vision, WAWASAN 2035, sets forth ambitious goals for the nation's development, emphasizing a centralized governance paradigm. However, the potential of decentralized governance, as exemplified by China's mayor-led districts, offers a compelling model for achieving national aspirations. This research explores the feasibility and potential benefits of introducing mayors in Brunei's districts, drawing insights from China's successful decentralized governance structure. Many recent studies show the development of an increasingly diverse elite characterized by the emergence of a new elite and, on the other hand, the collapse of the old elite. However, these studies mainly infer democratic political change as an explanatory factor. This article takes a different standpoint to explain why some local elites collapse, survive, and emerge as new elites. The COVID-19 pandemic has had profound effects on the livelihoods of vulnerable groups. Previous studies have indicated that vulnerable groups in urban areas suffer more economic impacts than their counterparts in rural areas, largely due to mobility restrictions, social and physical distancing measures, and pre-pandemic vulnerabilities, exacerbating the challenges that urban groups face to survive. This article examines variations in the impacts and coping strategies of vulnerable groups in selected urban and rural areas in Indonesia during the COVID-19 pandemic, and determines how these impacts and coping strategies have shaped the trajectory of community resilience. This research was motivated by variety of understandings of political activities in villages. The article argues that village is considered as the embrio for the formation of political society and government in Indonesia, which is also the basis for this democratic nation. This study explores the advent of microfinance institution that has been an important development in recent years. Through case study on one microfinance institution namely lumbung pitih nagari located in Padang, West Sumatra, Indonesia, this study found that the existence of the micro credit institute has been influenced by several factors such as state regulations. In 1997, the central bank of Indonesia (BI) carried out regulatory reforms in order to reduce the risk of bank failures. This regulation in fact has weakened the role of microfinance institutions in giving financial services to small-medium enterprises (SMEs). However, in the reformation era, …
