A Systematic Review Of Rural Veteran Homelessness, Jonathan Fasse

This study is a systematic review to examine homeless veterans identified to be most at risk of unsuccessfully completing the VA’s housing program (HUD-VASH), which promotes the use of Housing First (HF) as it’s model for treating homelessness. The literature review identified those who were rural and experiencing comorbid substance use disorders (SUD) and mental health issues to likely be those who were most at risk. There were multiple reasons why this subgroup was most vulnerable including limited access to resources, higher levels of substance use and more serious mental health diagnoses, and chronic health needs. Based on interviews with rural homeless service providers, the authors examine in this practice note how policy has created shifts in practice for organizations serving homeless populations. Homeless individuals find a decreasing opportunity for assistance while awaiting Rapid Re-Housing. Some organizations, dependent on Rapid Re-Housing monies, are facing a lack of funding to pay for general homeless care provision. Organizations are creating care networks to address requirements of the new policy in addition to pooling resources in underserved areas.

While ensuring access to health insurance and health care services is important, emerging research indicates that individual health and well-being result from a complex array of environmental, social, and psychological factors. The delineation of how factors of health and well-being unfold and impact rural low-income women is particularly salient for social workers who provide services to rural residents and who work within a rural context. Utilizing components from the ecological systems perspective, this study explored how the factors associated with health risk influenced reported health and mesosystemic processes among rural low-income women. This investigation examined predictors of residential satisfaction among newly arrived residents (NAR) and long-term residents (LTR) of a rural community following a rapid influx of immigrants into the community. The physical environment, social/cultural aspects of life, and resources and public services were hypothesized to affect perceptions of residential satisfaction. Both LTR and NAR were pleased with environmental attributes, sociocultural attributes, and public services. An inverse relationship was revealed between stress and residential satisfaction. The primary sources of stress for LTR related to economics and social status issues, whereas the primary sources of stress among NAR involved issues concerning family and …
