The Pointe-au-Chien Indigenous community of coastal Louisiana is fighting for survival as climate change and socio-political factors threaten to displace them from their ancestral home. This project takes an ethnographic and historical approach to exploring how colonization and climate change have influenced Pointe-au-Chien tribal members’ ability to stay on their ancestral land. Climate projections estimate that the bayou this community has lived alongside of for generations will soon be unrecognizable, leading to potential displacement and devastating cultural loss. Brain drain, also known as “human capital flight,” can be defined as “the mass emigration of technically skilled people from one country to another country” (Weeks, 2008, p. 250) or one state to another state. This theory surmises that highly skilled people or those with high education levels are more likely to migrate from places with little to no economic opportunities to places with better economic and job opportunities. The crossing of national borders between nations of the developing world provides opportunities for the poor who seek sources of livelihood, while putting migrants, especially women migrants, at risk of exploitation and abuse. It is against the backdrop of these contradictory effects of migration for poor women that this thesis examines the experiences of a group of daily cross-border migrant women in northern Viet Nam. The study focuses on the role of networks in their lives. Little has been written about the settlement of this area. Therefore, an attempt has been made to learn what changes in settlement have been made and to explain them.
