Background & Problem Statement:

This study assessed social vulnerability and risk to hydroclimate hazards of Indian urban and rural populations in the Low Elevation Coastal Zone (LECZ), a contiguous coastal area with elevations less than 10 meters. The LECZ is considered an at-risk area as hydroclimate hazards tend to be heightened. Moreover, being the most populous country in the world, any hydroclimate hazards that hit the LECZ would disproportionately impact a large number of Indian populations. Understanding the social vulnerability and risk of the LECZ populations can help mitigate and prevent potential adverse outcomes for the populations.

This dissertation takes a diffractive, onto-epistemological approach to everyday practices with salt in order to articulate an expanded understanding of meaning making and knowledge production. This research reckons with and challenges dominant modes of knowing that engage a Cartesian perspective to situate knowing as the exclusive domain of the mind in both form and topic of inquiry. Based on eighteen months of ethnographic and historical research in southeast coastal Louisiana (USA), this dissertation explores the racial histories, engineering and scientific practices, and geophysical processes that have shaped land loss and coastal restoration in the lower Mississippi River Delta. Rather than treating land loss simply as a natural process or matter of environmental restoration, this ethnography examines its cultural, material, and political dimensions, especially for communities of color that have already experienced long histories of loss — of property, livelihood, and political rights. The prevailing discourse about the myth of the “melting pot” of American culture implies that heritage cultures are eliminated in favor of a homogenous “American” norm. However, this myth belies the persistence of our cultural heritage in forming our attitudes, morals, and habitual patterns of thought, each of which shape how we participate in our democracy through voting. This paper will examine the planned development on the Mekong by looking at the historical, political, and economic reasons why largescale hydroelectric dams are now being pushed upon the river. It will then critique the international state sovereignty system focusing directly on the Mekong River Commission and ASEAN (Association of Southeast Asian Nations) for their inabilities to mitigate environmental impact while pursuing development. With walking as ontological shifter I pursue an alternative to the dominant modernist episteme that offers either/or onto-epistemologies of opposition and their reifying engagements. I propose this type of walking is an intentional turning towards a set of radical positions that, as integrative aesthetic and therapeutic practice, brings multiplicity and synchronicity to experience and being in an expanded sociality. In this dissertation I analyze an institutional investor portfolio of over-leveraged multifamily rental housing in East Palo Alto, California to demonstrate how changing forms of landlordism produce both new and familiar targets for tenants organizing against displacement and for housing security. Venture capital investors in the first decade of the 2000s exploited the Silicon Valley regional conditions of racial exclusion, uneven development, and municipal rent control. This dissertation uses restoration practices of Rockaway beach post-Hurricane Sandy as a lens to investigate tensions between nature and society on urban coasts. By focusing on this New York City beach, this dissertation aims to examine the interaction between the beach, residents, city and federal agencies, and local environmental grassroots stewards in their response to coastal flooding and erosion. This is an ethnographic case study of Rockaway Beach during the two years (October 2012-October 2014) following Hurricane Sandy.
