In Victoria, the practice of cattle grazing in alpine areas has shaped land, culture, and history since the early nineteenth century. Characterized by early gold mining, grazing, and skiing tourism, the Victorian Alps eventually seized the attention of conservationists who understood its ecological significance and need for protection, with beginnings of an Alpine National Park idea in 1969 (Johnson, 1974, p. 180). Not until 1989, however, did the park enter into existence, meeting much resistance from farmers and graziers along the way (Mosley, 1999, p. 80). Various societal factors demonstrate that Pearl Lagoon is in state of emergency. The youth today live in a Pearl Lagoon that is gradually losing cultural ground. However, the young people are not silent witnesses to this decline. The youth desire to learn more about their cultural traditions. The villas of Buenos Aires began to form in the 1940’s as immigrants poured into the city from Argentina’s interior and from neighboring countries like Paraguay and Bolivia. These villas formed in precarious conditions without adequate government assistance, which has led to difficulties with public services such as running water and electricity. Estimates say that over 300,000 of the 3 million residents in Buenos Aires live in villas today.
