This brief summarizes the evidence on adolescent girls’ sexual and reproductive health and rights (SRHR) in West and Central Africa (WCA), particularly evidence from the GIRL Center’s priority countries. It explores social norms and structural barriers to adolescent girls’ SRHR, pregnancy, harmful practices, unmet need for contraception, service gaps, SRHR in conflict settings, and legal and policy barriers. The brief informs strategies and promising entry points that have the potential to transform SRHR outcomes for girls in the region.

Humanitarian crises expose women and girls to heightened risk of unintended pregnancy due to increased risk of sexual violence as well as disruption in access to and provision of sexual and reproductive health and rights (SRHR) services. Unintended pregnancies in turn result in unplanned births and, in contexts with restrictive abortion laws, maternal morbidity and mortality due to unsafe abortion or miscarriage. This makes innovative, evidence-informed solutions to address unintended pregnancy that take into account the unique circumstances of women and girls in humanitarian settings critical. This study aimed to assess changes in social attitudes/beliefs and behavioural intentions related to FGM and gender as a result of community-directed interventions to accelerate positive changes in social attitudes towards ending the practice. The study was conducted in the context of The Girl Generation support to – Africa-Led Movement (TGG-ALM) programme implementation in Somaliland using public opinion poll and vignettes. Key intervention activities implemented by TGG-ALM included conducting community intergenerational dialogues and small grants for community-based organizations to implement interventions at the community level.

The Girl Generation: Support to the Africa-Led Movement (TGG-ALM) programme works to end Female Genital Mutilation (FGM) by shifting social attitudes/beliefs and behavioral intentions related to FGM and the gender ideologies that sustain its continued practice through interventions implemented at the community level. This study aimed to assess such shifts in the context of TGG-ALM intervention sites in Kenya, while also tracking the diffusion of the intervention beyond intervention sites. Key intervention activities implemented by TGG-ALM included conducting community intergenerational dialogues in both Isiolo and Narok counties, women-only reflect circles in Isiolo and couples-only/homestead dialogues in Narok.

The Nawiri Project used a core Participatory Action Research Evaluation (PARe) approach to explore the landscape of young feminist organizing/organizations (YFOs) in Kenya and Mexico. The project aimed to synthesize evidence on YFOs’ context, impact, and strengths. In Kenya, the core PARe team included nine young feminists and seven Feminist Advisory Panel (FAP) members, who collaborated with Population Council, Kenya from the project’s inception to dissemination. This qualitative study focuses specifically on displaced Rohingya adolescents and youth (ages 14–24) and explores how the crisis has impacted their sexual and reproductive health (SRH), marriage practices, safety and security, and related attitudes and aspirations. This research aims to identify approaches to improve adolescents’ knowledge of SRH issues and their access to and uptake of services, and to identify gaps in programming knowledge and practice. Delivering Impact For Adolescent Girls: Emerging Findings From Population Council Research, Population Council

Despite numerous global commitments to invest in improving the lives of adolescent girls, questions remain as to what package of interventions can deliver the best outcomes. This report synthesizes findings from nine recent Population Council impact evaluations, conducted around the world, which indicate that empowerment and asset-building interventions for adolescent girls can improve education, health, economic, social capital, gender-equitable attitude, and violence outcomes for girls. The report includes implications for programs and investment, and identifies open questions for further research and evaluation.

This brief presents key lessons from the environmental movement on effective strategies for driving changes in corporate policies and practices and creating new mechanisms for holding businesses accountable for environmental impacts. Corporate policies and voluntary and “soft law” standards may be unfamiliar to many women’s health advocates, but they are likely to have increasing importance in the years to come. The global health community can learn from the experience of environmentalists on how to engage businesses on Corporate Social Responsibility (CSR) standards and corporate practices around women’s health. The brief offers six recommendations for moving forward.

According to the Survey of Young People in Egypt 2014, a significant proportion of young women residing in rural Upper Egypt were reported to be married before 18. Early marriage deprives a girl of education and employment opportunities and places her at risk of early and repeat pregnancy, gender-based violence, and sexually transmitted infections. The present study examines the sexual and reproductive health needs of married adolescent girls (MAGs) in rural Upper Egypt and identifies key contextual and cognitive factors that could mitigate or exacerbate the effects of early marriage on their sexual and reproductive health. To meet the unique sexual and reproductive health needs of its large adolescent and youth population, Ethiopia’s government has expanded and institutionalized youth-friendly services (YFS) at all levels of the health system. To help inform and improve these efforts, the Evidence Project, in collaboration with USAID/Ethiopia and the Ethiopian Federal Ministry of Health, conducted a study on adolescents’ and young people’s use of and opinions on YFS. This evidence brief presents results of a study aimed to assess the acceptability and feasibility of two proposed solutions for strengthening the content and delivery of in-school sexual and reproductive health (SRH) programs in Ghana. The study was conducted in Nima, a suburb of Accra, where stakeholders agreed there was a need for enhanced SRH services in school. The study explored providing comprehensive in-school SRH education to adolescents using trained psychologists and health workers to deliver and explain comprehensive sexuality education to adolescents and link them as needed to outside services. Through close cooperation with the Ministry of Health and Family Welfare of Bangladesh, and other partners, STEP UP generated strong evidence and cultivated ongoing collaboration that contributed to policy changes and program expansions to increase access to menstrual regulation with medication (MRM). Study results demonstrate that MRM is acceptable and effective in Bangladesh, and has thus been legalized and folded into the national FP program and scaled up nationwide. However, ongoing observation and studies are still needed to understand whether the efficacy and acceptability of MRM remains the case when services are delivered at scale on a national level. Despite the significant progress that the government of Bangladesh has made toward introducing menstrual regulation with medication (MRM) into the national health program, there has been no systematic documentation on the introduction of MRM in Bangladesh, and on the approval process of local manufacturing of the mifepristone-misoprostol combination for menstrual regulation. In April 2016, the Population Council, the World Health Organization (WHO), and the International Consortium for Emergency Contraception (ICEC) convened a three-day regional technical meeting aimed at helping participating countries meet their obligations under the Maputo Protocol to protect and promote the reproductive health rights of women and girls, with a special emphasis on survivors of sexual and intimate partner violence. With high rates of early marriage, especially among girls, a significant proportion of adolescents in Bangladesh need sexual and reproductive health services (SRH), including contraceptive information. In 2015, the Population Council in conjunction with UNFPA conducted a study that drew on data from the 2013–14 Zambia Demographic and Health Survey and the 2010 Census of Population and Housing to identify where adolescent pregnancy is most likely to occur in Zambia. Using a literature review, key informant interviews among organizations working with adolescents, and in-depth interviews with adolescent girls, the study also identified key factors that lead to adolescent pregnancy. Study findings reaffirmed that adolescent pregnancies are high in Zambia, potentially undermining girls’ human rights and compromising their opportunity to fully realize their socioeconomic development potential. This Population Council study using data from 36 Demographic and Health Surveys shows that contraceptive discontinuation also results in millions of unintended pregnancies and births. This brief recommends attention to issues related to quality of care, such as counseling, to ensure that each woman has the method she needs/wants and uses it correctly. The Business for Social Responsibility's (BSR) HERproject is a collaborative initiative that strives to empower low-income women working in global supply chains in 14 countries worldwide. One of the HERproject’s three pillars is HERhealth, which seeks to improve the health-related knowledge and behaviors, and access to health services and products, of low-income working women. In Bangladesh, HERhealth specifically addresses reproductive health and family planning needs.
