With dramatic shifts in the economy in recent years, it has become increasingly difficult for families to move into or stay in the middle class without access to higher education and skills training. Government-sponsored work supports help by providing direct assistance to working families to meet basic needs, such as child care, food, and housing. Yet, many supports do not reach low-wage working families in Massachusetts because of low eligibility thresholds, inadequate funding, limited availability, limited awareness, and numerous barriers to accessing such supports. This report addresses income adequacy for Wisconsin’s older adults using the WOW-GI Elder Economic Security Standard Index (the Index) methodology. The Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status, and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

The flexicurity strategy in Netherlands and Denmark, i.e. flexible labour market and the reinforcement of social security institutions, successfully kept the unemployment rate from rising in the 1990s and has drawn attention from social policy scholars. Under the development of flexible labour market and destabilized employment pattern, the agenda of flexicurity strategy has been shifted to strengthen and facilitate the transitions in social security institutions. Drawing on institutional analysis on redistribution of time and income, this paper explores outcomes and development from recent flexicurity reforms. Very little is known about how superintendents respond to and view the challenges brought about by increasing external performance demands on their schools. This important study uses a multi-case study format to create portraits of five rural superintendents, the challenges they face, and their responses to those challenges. The participant perceptions were organized into five themes: declining enrollment, isolation, board and community relations, celebrated accomplishments, and rural schools in contrast with urban or suburban schools. The superintendents were most proud of changes they had made to improve instruction in their districts. They spoke of challenges with bringing professional development to …

General motivation to be active and general perceived barriers to activity may help to explain the overall activity patterns of older persons in the second half of the life course. We report on a project designed to develop and refine measures of motivation and perceived barriers that can be used to examine the relationships between activity motivation, activity barriers, and several forms of actual activities. Four specific activities were considered: working, volunteering, exercising, and taking classes. An opportunity sample of 192 middle-aged and older persons from eastern Massachusetts responded to a questionnaire concerned with motivation, perceived barriers, and activities. Reliable …

The Population Council, with financial support from UNFPA, provided technical assistance to the states of Maharashtra and Karnataka, India in implementing a quality assurance (QA) program and helped its institutionalization in the district level of health management. An analysis of all the facilities covered as of December 2007 revealed substantial gaps in the infrastructure and human resources available to provide good-quality services, as well as adherence to standards for providing the services.
