The 31 fellows in the 2012 UMass Boston Emerging Leaders Program (ELP) worked with community partners to investigate the theme, “Supporting Healthy Lives and Vibrant Places.” They worked in peer self-managed teams, in order to learn collaborative leadership skills first-hand, while engaging with stakeholders and issues where collaboration makes a difference. Prelude to a Master Plan offers ideas, recommendations, and a toolkit to help the town chart its own path towards that future. This study looks to examine how the Presidential Emergency Program for AIDS Relief (PEPFAR) works to achieve one of its key goals, the empowerment of women, in the Western Cape. Human immunodeficiency virus (HIV) affects women disproportionately, around the world and in South Africa. Thus, women should be a key focus of Acquired Immunodeficiency Syndrome (AIDS) relief and HIV prevention. This paper analyzes the work of PEPFAR to empower women through three lenses. Mental illness is a malady that affects roughly 2.3 million people in Senegal ("Statistics by Country” 2012), but the wide and sometimes opposing range of healing practices suggests that the attitudes surrounding mental illness are still largely contested. This is especially true in Senegal’s capital, where advances in medicine in big city hospitals are growing while ties to traditional beliefs and practices remain strong. Alternative therapies, such as art therapy, provide an opportunity for practitioners to explore different techniques for treating the mentally ill while still integrating elements of the local culture. A six week internship was conducted at Uganda Cares Masaka, a HIV/AIDS treatment organization, to learn about the development issues surrounding the HIV/AIDS pandemic. The internship was aimed at gaining practical experience at an HIV/AIDS clinic to learn about the challenges faced and the strategies used by Uganda Cares as wells as the effectiveness of their strategies. Uganda Cares represents a collaborative relationship between the private, international HIV treatment and advocacy group, the AIDS Healthcare Foundation (AHF), and the public Ministry of Health (MOH) in Uganda. By working directly in Superfund communities, the Agency for Toxic Substances and Disease Registry is embedded within a complex tapestry of federal and state agencies, local government entities, and other organizations that community stakeholders encounter regularly. The diversity of statutory obligations and expertise among these organizations, particularly as they relate to stakeholders’ health concerns, presents challenges for creating shared understanding between agencies and the communities they serve. In an effort to engage communities across the state of Massachusetts in tackling health disparities, Critical MASS (CM), in partnership with local researchers piloted a readiness assessment to identify community assets, perceptions of disparities, and interest in partnership. The research process was used to facilitate the development of partnerships between outside organizers, researchers, and community stakeholders. Partnership outcomes included a disparities conference aimed at bringing attention to concerns in the community, and a grant submission aimed at addressing community identified disparities. According to the American Diabetes Association (ADA), diabetes is the sixth leading cause of death among Americans.1 As of 2005, estimates indicate 20.8 million people – 7 percent of the population – afflicted by diabetes, 6.2 million of which are undiagnosed. 1 While diabetes is a growing problem for the United States as a whole, older, poverty-stricken Latinos and other minority groups have felt the encumbrance of this trend most intensely.2 In Massachusetts, the burden of diabetes among Caribbean Latinos is 11.8 percent, which is 2.5 times greater than the prevalence for the majority of the population in the state …

This study is the first ever initiative to merge administrative data base in Massachusetts to evaluate an important public mental health program. It examines post-incarceration outcome of adults with serious mental illness (SMI) enrolled in the Massachusetts Department of Mental Health (DMH) Forensic Transition Team (FTT) program. The Program began in 1998 with the goal of transitioning offenders with SMI released from state and local correctional facilities utilizing a core set of transition activities. This project identified the facts about Nursing Facility Reimbursement by Medicaid in the states of New York and Minnesota. The results of this project are as follows: Medicaid is the main purchaser of nursing home (NH) care in the United States; States design their methods of reimbursing NHs to achieve desired policy objectives; Few consumers or resident advocates have been involved in the development or modification of state methods for reimbursing NHs; Lack of consumer involvement has resulted in payment systems that favor industry and government interests at the expense of issues important to residents and families.

This project looks at the pay-for-performance program in five state Medicaid programs and lists the lessons that the Nursing Home Sector can learn from. They are: The federal government has traditionally sought to ensure quality outcomes through nursing home (NH) surveys conducted by state officials; Some states have begun to experiment with pay-for-performance (P4P) incentives, which provider higher Medicaid reimbursement to those facilities achieving desired outcomes; By 2007, there were 9 state P4P programs covering 20% of NHs and 16.7% of residents; Little is known about the use of P4P to promote quality and efficiency in the NH sector.

The aim of this project was to assess the feasibility of participation in an afterschool physical activity program incorporating novel exercise technologies on changing physical activity level and physical fitness, compared to a nutrition education intervention alone. A second objective was to assess whether this type of intervention could modify cardiovascular risk factors and anthropometrics.

Located on the University of Massachusetts Boston campus, the Health Careers Opportunity Program (HCOP) is an educational program funded through the federal Health Resources and Services Administration (HRSA). The mission of the program is to create a “pipeline” that starts at the middle and high schools in Boston, continues through the undergraduate programs at Tufts University and UMass Boston, and culminates in the graduate-level public health and/or medical programs at Tufts University School of Medicine or other medical schools.

It also aims to maintain the short term enhanced sexual communication intervention and evaluate the long term efficacy (9 months) of an enhanced sexual communication intervention with mothers and pre-adolescent girls. Finally the project aims to determine whether the constructs of the Information-Motivation-Behavioral skills (IBM) Model can account for variability in enhancing sexual communication intervention of mother and pre-adolescent girls.
