"Finally, on September 29, more than two years after the initial correspondence and subsequent competition, design, debate, public hearings and more public hearings, the proposal for the Kennedy Plaza auto restricted zone (ARZ) was passed by the Providence City Council. This necessary approval cleared the last barrier before the September 30 deadline of the Urban Mass Transit Administration (UMTA) so that Providence may be considered for nearly $5 million of federal funds to implement this project."

Urban transportation problems are highly visible and touch the lives of nearly every resident. Advanced technology strives to meet the increasing demand for more and better transportation, but instead if often creates more complex urban transportation problems than those it intended to solve. Although technological answers have, at times, contributed to the problem, the true source of the problem is people – their attitudes and demands.

Dickey-Lincoln School Lakes Project
The Dickey-Lincoln Hydroelectric Dam is a water resources project proposed by the Federal Government (U. S. Army Corps of Engineers). Therefore, in accordance with the National Environmental Policy Act, the Corps of Engineers is required to prepare an environmental impact statement (EIS) on the project. A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment.
