It is the purpose of this thesis to present a case study of the experience of Jacksonville and Duval County in attempting to consolidate their governments and to show the relation of this experience to the broad background of other movements that have been inaugurated throughout our country for the purpose of making more efficient and economical the services rendered by such governments.
