Community organizing is a practice of building and utilizing collective power, often initiated by groups who have little or no preexisting social or economic power. By acting together in a disciplined, organized, and targeted fashion, organizing is used to exert influence in the public square to achieve policy outcomes, provide mutual aid, and reweave the fabric of social relations in communities, frequently in direct opposition to existing power structures. Rural areas of Northern California have gone without health and social services for decades. The shortcomings of local services have given rise to the idea that there are no services in these rural and isolated communities. Conditions and beliefs have brought up two important questions. The first question is how can access and knowledge of available services be improved in rural areas? The second question is, through what mechanisms do communities develop their facts?

This thesis explores the social movements and civil society activism to protect the rivers that flow through Bangladesh—the cradle and terminal delta floodplain of the transboundary Ganges, Brahmaputra, and Meghna river systems—, as well as ways to build regional cooperation and watershed democracy in South Asia. The research drew on four overarching fields of study: environmental justice, southern environmentalism, ecological nationalism, and environmental governance. These four bodies of scholarship helped address the overarching question: how are civil society organizations analyzing and responding to the water diversions and degradation of Bangladesh’s transboundary rivers? Western society’s intractable social and environmental problems arise outside the bounds of classical liberal ideation, challenging the utilitarian rationality, decision-making faculty, and popular legitimacy of our liberal institutions. Through a qualitative analysis of three collaborative, community-based institutions, this study aims to identify and illuminate alternative conceptions and organizational relationships, which transcend liberal shortcomings and succeed precisely where liberal institutions have failed. It draws on Michel Foucault’s account of liberal governance, discourse and subject formation, but employs a complex-systems lens to move from critical deconstruction to intentional normative construction, from radical subjectivism to a collaborative pragmatic realism, and from the critique …

This thesis explores Community Development Financial Institutions (CDFIs) business models by examining the organizational structures, procedural operations, services, and geography. It aims to understand its overall behavior as a financial institution providing low-income communities financial services and ultimately the role it plays within the neoliberal context. The research identifies that CDFIs ultimately hold a mission that promotes economic prosperity from within the neoliberal project by expanding free-market capitalist beliefs and practices when servicing low-income communities. In 2000, the Environmental Protection Agency (EPA) found the City of Philadelphia to be in violation of the Clean Water Act (CWA) of 1972 due to insufficient stormwater infrastructure. In 2011, Philadelphia initiated a 25-year, citywide plan called Green City, Clean Waters to reduce stormwater runoff by implementing green stormwater infrastructure (GSI). The plan promised significant community involvement in the process. Community development scholars have consistently highlighted the importance of social capital – the glue that keeps a community together – for the development and long-term sustainability of rural communities. There has been less discussion about the role of social capital in fishing communities. This thesis explores the historical trajectory of social capital in Shelter Cove, CA, a small, remote fishing community with an attempt to understand how the type and level of social capital have and may continue to affect the progress and sustainability of the community.

The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community.
