Democracy depends on the active participation of at least some citizens. Many researchers argue that the number of people who participate in civic and political life has declined since the 1970's; however, others argue that new methods of participation are not being considered. New ways of thinking about citizenship, more individualized ways of participating in politics, and the intersection of political expression and the free market have created ways for individuals to engage in political and civic life that are not measured by existing conceptualizations of political participation. Mentoring programs, like Big Brothers/Big Sisters (BBBS), focus on targeting at-risk youth in a preventative effort to increase pro-social behaviors as well as improving one's confidence, competence, and caring. These factors are important as they are indicative of the types of attachment bonds that insulate juveniles from delinquent behavior. Using data from a BBBS located in the Southeast part of the United States, the current study examined whether different groups of juveniles in mentoring programs are considered to be equally successful in promoting feelings of confidence, competence, and caring. For the past ten years the summer Concerts in the Park series has grown in popularity and importance to the community of Paso Robles. Providing more than entertainment, this special event brings together the community and unites people across gender, age, and racial lines. This study suggests that effective forms of participation are grounded in histories of opposition and resistance. The intermediate relationship provided by voluntary associations, unions, clubs and even bowling leagues might teach citizens to act democratically; that is, to participate in activities related to electing leaders, but their usefulness extends beyond conventional politics to efforts to expand public life and to promote democracy through a broader set of activities that combine intensely social and personal public engagement, resistance, protest, and opposition, with conventional efforts to influence leaders.
