Considerations For Acquiring Excess Military Equipment By Police Leaders, Michael P. Mendenhall

Police departments across the United States have been able to acquire excess military equipment from the 1033 program since 1997. Although several studies have examined police militarization, including the 1033 program, this is the first study that has surveyed police leaders at the local level to understand the determinants of 1033 acquisitions in Michigan. Using an open systems framework, this dissertation will examine both the internal and external factors that contribute to police leaders’ decisions to acquire or not acquire equipment for their departments. It is the year of grandfamilies in our nation’s capital. Not since the mid-1990s has there been so much activity among federal lawmakers and policymakers to try to help all grandfamilies, both those within and outside the foster care system. In August 2015, a major piece of legislation was introduced in Congress, which would make holistic reforms to our nation’s child welfare financing system. Citizen engagement and performance measurement are concepts inherently in conflict with each other. Local government values citizen input and good governance. Simultaneously, the pressure of local government to be efficient and effective utilizing managerial techniques common in the private sector is intense. Due to challenges associated with the integration of performance measurement and active citizen involvement, initiatives in this area are sparse.

The Social Construction Of Client Participation: The Evolution And Transformation Of The Role Of Service Recipients In Child Welfare And Mental Disabilities, Terry Mizrahi, Mayra Humphreys-Lopez, Denise Torres

The Journal of Sociology & Social Welfare

This article presents a comparative analysis of client participation (CP) in child welfare and mental health and mental retardation systems. It identifies three rationales for client participation (philosophical, pragmatic, and political), along with the limitations surrounding each rationale. It uses social construction theory to examine the historical and ideological underpinnings of organized, institutionally-sanctioned client involvement inside and outside government. In order to enhance the capacity of clients to influence service and benefit systems, their role must evolve through the mutual efforts of government-strengthening client participation policies and independent organizing from the bottom up through community development and advocacy programs.

Violence in the social services work place in general, and the developmental services in particular,h as increased in the last several years. Findingsf rom an ethnographic study suggests that new, lean forms of work organization remove opportunities to use or learn many of the tacit or practice skills workers previously used to keep themselves and their clients safer in the work place.
