The FY2022 evaluation report prepared by MOPC for the tenth year of the Grant Program operations confirms that the state’s FY2022 appropriation of $2.7 million[1]continued to strengthen community mediation center operations statewide, expanded public awareness and utilization of community mediation, and maintained critical public programs focused on housing stability, youth empowerment, reducing recidivism and building capacity for diversity, equity and inclusion for center practices and services, while producing significant social and economic impacts, including a $22.1 million return on the state’s investment in cost-savings and leveraged resources. Citizens for One Greater New Orleans was a volunteer group of women that exemplified the surge of citizen activism that flourished in New Orleans after Katrina. Alarmed by their realization that local government was too dysfunctional to direct a successful comeback, citizens mobilized and charged at two seemingly untouchable local institutions they deemed ripe for reform, the ineffectual levee board and the notoriously biased board of tax assessors. Using skills honed through years of volunteer work, they mobilized public opinion, lobbied reluctant state lawmakers, and finally achieved success through the passage of constitutional amendments in two separate statewide referendum elections. …

The goal of this article is to broaden the scope of your knowledge about New Orleans neighborhoods by describing our revitalization strategies and our common goals, which may be of value to civil society, business, and government leaders in other cities facing social and economic decay. Many have studied us, many have tried to blend into the colorful fabric of our society, but most fall short in truly understanding our rich and diverse culture and our remarkable social structure. This lack of understanding was detrimental to our recovery and is explained in the coming paragraphs.

Our democratic principles and traditions are imperiled by the power of financial oligarchs and unfettered money flows, which have contributed to massive inequality that, in turn, has given rise to political unrest and a sense of cultural unmooring.

During my senior year in the Honors College at UMass Boston, I became involved in the yearlong Creative and Social Entrepreneurship Fellowship program. During this program, I interned alongside other UMass Boston students at a local creative non-profit organization, providing the staff with assistance as they worked towards achieving their goals. This internship was funded by the Creative Economy Fund (CE Fund) from the University of Massachusetts President’s Office. The 34 fellows in the 2014 Emerging Leaders Program worked with community partners to generate the theme, “Learning from Lived Experience: From fresh insights to effective action." Each year, the projects draw upon a theme or lesson from the prior year. Last year and this year, fellows saw how the lived experiences of both their stakeholders and themselves generated nuanced and appropriate approaches to problem-solving. The fellows worked with six community partners, giving their time and professional skills to understand how to frame complex social challenges, engage new partners and resources, and sharpen strategic plans. The Campus Kitchen at the University of Massachusetts Boston (CKUMB) is a part of The Campus Kitchens Project. (CKP), a national network of student volunteers, works to rescue excess food to create meals for those in need. CKUMB opened in 2010 to provide meals for the Dorchester community. Combat Paper transforms the uniforms of battle to paper and from this transformation comes art. The Center for Social Policy (CSP) is carrying out an analysis of data on the housing situations of participants in the Moving Home program, which is run by the Bowery Residents’ Committee (BRC) in New York City (NYC). BRC is one of the largest, most comprehensive social service agencies in NYC, offering a client-focused continuum of 27 programs that serve 2,600 individuals daily. Launched in 2007, BRC’s Moving Home initiative applies an individualized, low-threshold model to transitioning chronically homeless men and women from the streets to permanent housing.

TBF’s investment and people and place-based initiatives seek to make sustainable, positive change through community and economic development in neighborhoods along the Fairmount-Indigo transit line in Boston. As part of the Resilient Communities/Resilient Families (RC/RF), CSP with Mattapan United and Millennium 10 (in Codman Square/Four Corners) to identify community priorities for neighborhood change. From 2013-2015, the Center team is evaluating these neighborhood change efforts, as well as other initiatives aimed at increasing economic well-being for neighborhood residents.

The Center for Social Policy (CSP) is continuing its ongoing evaluation role with HOPE VI, a federally funded program operated by the United States Department of Housing and Urban Development. HOPE VI allows public housing authorities to apply for funding to redevelop severely distressed housing developments. The Old Colony development is currently the most physically distressed site in the Boston Housing Authority’s federal portfolio, with aged systems and infrastructure and high annual energy and water costs. This project began in January 2014.

The Center for Social Policy (CSP) was hired by the New Lease for Homeless Families to conduct an evaluation measuring specific outcomes of the unique housing interventions in their pilot program. New Lease for Homeless Families will connect 400 or more homeless families to affordable housing units provided by private and non-profit property owners over a two-year period. The infrastructure will then be in place to continue matching homeless families coming out of shelter to affordable housing units, which may change the larger systems of reducing family homelessness in Massachusetts.

The more than 35,000 nonprofit organizations in Massachusetts employ 20% of the state’s workforce and serve as a vital part of the social safety net. Many of these organizations face challenges concerning fiscal sustainability. Funding often covers current services with little surplus to address organizational capacity issues. Successful public-nonprofit partnerships are key to building a resilient nonprofit sector.
