Principal Agency 50 Years After The Lau Decision: Building And Sustaining Bilingual Education Programs For Asian Languages, Kevin M. Wong, Zhongfeng Tian

This study examined how three champion principals of Asian language dual language bilingual education (DLBE) programs—Cantonese, Korean, and Mandarin—in California have navigated the oscillating language-in-education policies after the Lau decision. We explored principals' various roles through a lens of agency in a social justice leadership framework, specifically considering the opportunities and challenges for agentive leadership from three different phases: foregrounding and engaging, planning and implementing, and evaluating and sustaining. Findings demonstrate that the success of DLBE programs goes beyond the overarching language policies that supposedly enable bilingual education; rather it hinges on the bottom-up commitment, collaboration and resilience of principals, …

The National Association of Geoscience Teachers (NAGT) has listed the inaccessibility of research related to misconceptions in atmospheric and climate science as a Geoscience Education Research Grand Challenge (Cervato et al. 2018). This project was a direct response to this call for research and consisted of three distinct steps: 1) data gathering, which included reviewing the literature for relevant misconception data, 2) a qualitative analysis, which included compiling, organizing, and categorizing the data collected, and 3) a quantitative analysis, which included determining the prevalence of each misconception across topic categories, demographic categories, and over time. This paper analyzes a Participatory Action Research (PAR) Project focused on improving public safety and community lighting in one Latinx immigrant community in California as a case example to better understand the possibilities for university-community-government partnerships. The paper explores residents' motivations for their sustained participation in the project, the relationships and power dynamics that led to a $100,000 commitment from the city government to fund the recommendations of the PAR collective, and the social contexts that allowed community residents to position themselves as political actors as the PAR project progressed over the 2021-2022 academic year. The IEA's International Civic and Citizenship Education Study (ICCS) investigates the ways in which young people around the world are prepared to undertake their roles as citizens. This report presents the European results from the third cycle of the study (ICCS 2022). Eighteen countries and two benchmarking participants (the German states of North Rhine-Westphalia and Schleswig-Holstein) administered the European student questionnaire to target grade students in this study cycle. ICCS 2022 studied contexts for and learning outcomes of civic and citizenship education in a wide range of national contexts at the beginning of the third decade of the 21st Century. …

Norfolk, Virginia endures frequent tide- and rain-impacted flooding with king tides and flooding neighborhoods. The heavy rainfall envelops parking lots at the naval airbase, and plans are underway to create barrier sea walls that can be adjusted based on conditions. Given various dire predications for future sea level rise, Old Dominion University has created a “Maritime Consortium” aimed at bringing together interested faculty and students from a range of fields (e.g., oceanography, engineering, education, and other fields). In 2015, Illinois legislators passed HB 4025 which required every public high school to include a civics course for students to complete before graduation. In 2019, this bill was expanded to include middle school students through Public Act 101-025. In this study, I investigate how the civic education standards as outlined by the Illinois State Board of Education (ISBE) and other school climate factors impacted middle school students’ civic engagement. This report presents findings from a pilot survey conducted among undergraduate and graduate students (N = 410) at the University of Nebraska-Lincoln about students’ perspectives on technology usage, consumption, and sustainability in dairy production systems. An interdisciplinary research team developed the survey instrument and report. The main purpose of this pilot study was to create and administer survey items to support further research on experiential education and outreach opportunities related to robotics in small-scale dairy production and rural economic development. The International Civic and Citizenship Education Study (ICCS) investigates the preparation of young people to undertake their roles as citizens. It gathers and analyzes data from representative national samples on students’ conceptual knowledge and understanding of civics and citizenship, as well as their attitudes to, and engagement with, aspects of civics and citizenship. Purpose – This paper aims to examine the development and piloting of a novel European framework for community engagement (CE) in higher education, which has been purposefully designed to progress the CE agenda in a European context.
Design/methodology/approach – The proposed framework was co-created through the European Union (EU)-funded project towards a European framework for community engagement in higher education (TEFCE). The TEFCE Toolbox is an institutional self-reflection framework that centres on seven thematic dimensions of CE. This paper follows the development of the TEFCE Toolbox through empirical case study analysis of four European universities and their local communities.

Schools have, however, broadly failed this task, a trend the Maine Department of Education has attempted to reverse through policy. Designed as household-based assessments, citizen-led assessments (CLAs) are implemented by local organizations who assess children in their homes, thus reaching the most marginalized children, families, and communities, often in remote areas. CLAs add an essential piece of information for truly monitoring progress and help realistically represent the learning levels of all children – at national, regional, and global levels. This chapter discusses the content, design, and methods of the three IEA studies of civic and citizenship education. It focuses on the changes made between each of these studies and the contexts for this learning area. The IEA Civic Education Study (CIVED) in 1999 was developed soon after the transition to democracy in many participating countries; threats to civil society in the early 2000s such as terrorism influenced the International Civic and Citizenship Education Study (ICCS) in 2009. Through generous NOAA Planet Stewards funding, schools in the Northern Illinois area had the unique opportunity to participate in a one-day design challenge that focused on local and state environmental issues. Student teams, which ranged from fifth grade through high school, engaged in research and design thinking to create innovative responses and solutions to address their selected water challenge. As community engagement approaches continue to expand in urban-identified public colleges and universities, so have innovative community-university partnerships that now span a wide range of public and private sector organizations. In 2021, the Service-Learning Office at VCU conducted an assessment of the impact of service-learning on community partner organizations during the COVID-19 pandemic. The assessment aimed to collect actionable feedback to inform and improve upon current service-learning course practices. Partners (N = 18) were prompted with questions to assess the following topics: operational capacity, economic functioning, social environment, and partnership quality, both prior to and in concurrent with the COVID-19 pandemic. Quantitative findings suggested an overall improvement in scores from the 2017 assessment. Qualitative findings indicated the importance of relationships, concluding that adaptation, communication, and involvement were key factors …

Although Tunisia has made significant progress in establishing procedural democracy since the 2011 revolution, the state still faces significant challenges in consolidating their new spirit of democracy throughout society. This trouble includes difficulty fostering participation from its citizens, particularly among youth aged 18-30. This article hypothesizes that these difficulties stems largely from the state’s failure to construct a concept of Tunisian citizenship in line with democratic ideologies. This study examines disability in Chile as a possible new social movement, seeking to answer the question of whether a movement for disability rights exists and if so, what form it takes. Disability has historically been seen as an imperfection, an impairment, and something to cure if at all possible, but beginning in the mid-twentieth century, groups of disabled people have advocated for a changing perception of their own abilities, their place in society, and how society itself contributes to the disabling of people.
