Rural America Grew During The Pandemic Era Because Of Migration Gains, Kenneth M. Johnson
Rural America Grew During The Pandemic Era Because Of Migration Gains, Kenneth M. Johnson
Carsey Publications
In this brief, author Kenneth Johnson examines rural demographic trends finding that between 2020 and 2025, rural America gained population after widespread population losses between 2010 and 2020. This recent rural population gain was surprising given that the Covid pandemic produced a substantial excess of deaths over births in rural America. The entire recent rural population gain was due to migration with more people moving to rural areas and fewer leaving. Rural population gains were greatest in recreational and retirement areas, and in rural counties near metropolitan areas. Whether these population gains continue remains to be seen. The ongoing aging …

Solutions From Across The United States To Improve Language Access In Child Care Systems, Evan England, Carlos Pérez-Espitia, Rachel Filippone, Early Childhood Equity Movement
Carsey Publications
To understand what it takes to build statewide, language accessible child care systems, this brief examines approaches to language access across 49 states and the District of Columbia. These analyses revealed five fundamental, action-oriented strategy domains that may contribute to culturally effective child care systems and can be used by state leaders, administrators, and policymakers. Strategy domains include simplifying access to resources in diverse languages from first contact, instituting systemwide navigation resources, reinforcing a supply of language-diverse child care, redesigning state systems to track and promote language access, and establishing and sharing ownership of language access. Find specific examples of …

The Center for Social Policy in Practice (SPiP) team at the University of New Hampshire Carsey School of Public Policy has a shared, core commitment to the principle that at no time will generative artificial intelligence (AI) tools replace the critical judgement, professional training, ethical grounding, and community responsibility that underpin the Center’s purpose. This document describes the purpose and key principles of SPiP's generative AI use policy.

Retaining Residents Is Important To New Hampshire’S Future: Why Do People Leave?, Kristine Bundschuh, Kenneth M. Johnson
Retaining Residents Is Important To New Hampshire’S Future: Why Do People Leave?, Kristine Bundschuh, Kenneth M. Johnson
Carsey Publications
Migration is critical to New Hampshire’s future. Between 2020 and 2025, the state’s entire population gain was due to migration, since more people died than were born in the state. In part, this migration gain is because fewer New Hampshire residents leave the state than residents of nearby states. While much attention focuses on attracting migrants to New Hampshire, another important piece of the state’s migration puzzle is understanding why people consider leaving.
In this brief, authors Kristine Bundschuh and Kenneth Johnson examine New Hampshire residents’ likelihood of leaving the state and explore why residents consider leaving the state. Their …

Institutional Influences And The Governance And Administration Of The Programa Produtor De Água Payment For Ecosystem Services Program In Brazil, Thomas G. Safford
Institutional Influences And The Governance And Administration Of The Programa Produtor De Água Payment For Ecosystem Services Program In Brazil, Thomas G. Safford
Faculty Publications
Payment-for-Ecosystem-Services (PES) has been promoted as an innovative approach to environmental governance capable of simultaneously advancing conservation and sustainable development objectives. While studies commonly assess the ecological and economic performance of PES schemes, less attention has been given to their organizational and administrative effectiveness. This study examines these governance dimensions of one of Latin America’s most prominent PES initiatives—the Water Producer Program (WPP) in Brazil. Drawing on a meta-synthesis of 125 publications, the analysis investigates how regulative, normative, and cultural-cognitive institutional forces shaped WPP implementation. Guided by neo-institutional theory and institutional bricolage, findings show that WPP governance operated through hybrid …

Forests, Lakes, And "Hidden" Housing, Kenneth M. Johnson, Mark J. Ducey, Barbara D. Cook, Kathryn L. Cottingham
Carsey Publications
Human settlement patterns have significant implications for the natural environment, including freshwater lakes. People are attracted to areas with abundant lakes. However, dense human settlement near lakes can have adverse impacts on lakes by reducing forest cover, increasing nutrient loads, decreasing aquatic vegetation, and introducing invasive species. In addition, dense human settlement near lakes increases the health risks associated with cyanobacteria (also known as “blue-green algae”) blooms.
In this brief, a multi-disciplinary team of researchers focuses on the interaction between human development and forest land near lakes across ten selected U.S. counties and on the limitations of remote satellite imagery …

Strategies For Improving Preventive Health Outcomes In Long-Term Care Case Management At Molina Healthcare Of Wisconsin, William W. Feilbach Jr.
M.S. in Human Services Administration
This research evaluates strategies to improve preventive health outcomes in long-term care case management at Molina Healthcare of Wisconsin, with a specific focus on improving participation in annual wellness visits. Increasing health care costs and gaps in preventive care engagement among Medicare and Medicaid populations underscore the need for effective interventions. A systematic literature review of recent peer-reviewed and governmental sources was conducted to examine the relationship between preventive care, health outcomes, and cost containment. Findings show that greater engagement in preventive services, including annual wellness visits and screenings, supports early detection, reduces high-cost service utilization, and improves overall health …

To support its long-term economic vitality, New Hampshire must cultivate and retain its young talent. This brief analyzes the perspectives of New Hampshire youth and proposes actionable strategies that encourage them to build their futures in the state. While a majority of New Hampshire youth leave the state after high school, retention opportunities lie in leveraging what youth already love about the Granite State: Its natural environment, abundant outdoor amenities, and safe communities. By leveraging these assets and complementary policies such as expanding career-connected learning, promoting the abundance of in-state opportunities, and developing centralized social spaces, New Hampshire can create …
