“Wilt” occurs when a young person who expects to attend college while in high school does not attend college shortly after graduating. In this study we find that youth with no account in their own name are more likely to experience wilt than any other group examined. In multivariate analysis, youth who expect to graduate from a four-year college and have an account are approximately seven times more likely to attend college than youth who have no account. The impact of assets on child well-being in developing countries has received considerable attention in the last decade. Increased recognition of the critical role played by assets in enhancing children’s well-being has spurred efforts to study the relationship between assets and a range of outcomes for children. This chapter reviews current studies (i.e., conducted within the past 10 years) that explore the relationship of asset ownership and a range of outcomes. As youth transition to adulthood, their ability to save and accumulate assets becomes very important as they begin to accept financial responsibilities and plan for the future. In this paper, we investigated the effects of an asset building intervention on youth asset accumulation in Masindi, a rural area in Uganda. Two waves of data were collected on youth, between 15 and 35 years of age, for both the treatment and comparison groups. We used a Propensity Score Matching (PSM) technique and Difference-in-Difference model to estimate the effects of the asset building intervention. We find that the mean difference in financial …

Incentive structures are key to the success of asset-building programs. a review of the existing literature reveals a lack of knowledge regarding the time dimension of incentive structures embedded in the asset-building programs. Does Banking Experience Matter: Differences Of The Banked And Unbanked In Individual Development Accounts, Michal Grinstein-Weiss, Yeong H. Yeo, Mathieu R. Despard, Min Zhan

Using data from the 4-year American Dream Demonstration, this study compared saving performance and program participation of banked participants (n = 1,538) with unbanked participants (n = 466) enrolled in 14 IDA programs across the United States. The study found that unbanked participants had $3.26 lower average monthly net deposit (p<.05) and 5% lower deposit frequency (p<.001) than banked participants. Unbanked participants had 45% greater odds of dropout than banked participants (p<.001). Further analyses looking at the intervening variables suggested that the combined effects of car ownership, education, race, and monthly savings targets significantly reduced the savings gap between the two groups.

Exploring Saving Performance In An Ida For People With Disabilities: Some Preliminary Findings, Margaret Lombe, Jin Huang, Michelle Putnam, Kate Cooney

Asset development policies have been promoted as a means to create a more inclusive “ownership society.” During the past few years, asset building scholarship has begun to focus specifically on marginalized groups including persons with disabilities. Using a sample of Individual Development Account (IDA) program participants (N=376), we examine effects of disability status on IDA saving performance; we also assess variations in saving performance by individual and programmatic characteristics. Our results suggest that disability status, in addition to a number of individual and program characteristics, is associated with saving performance in an IDA. Implications for practice and scholarship are presented.

A growing body of evidence suggests parental assets have positive effects on children’s well-being. Using 2004 data from the Survey of Income and Program Participation, this study tests the effect of parental asset holding on child educational outcomes, and explores whether this relationship is mediated by parental involvement and expectations. Results indicate that assets are a significant predictor of all child academic outcomes of our study, however income is not a significant predictor for school outcomes when controlling for assets. We investigate whether the relationship between parents’ economic resources and children’s educational attainment has changed over time by comparing two cohorts from the Panel Study of Income Dynamics. We examine multiple measures of economic resources, including income, net worth, liquid assets, and homeownership. We employ probit regressions and Chow tests in multivariate analyses. Results show that the associations between parents’ liquid assets and college attendance became significantly stronger among the later cohort, suggesting the increasing importance of liquid assets. of particular interest is a change in the role of negative liquid assets (unsecured debt exceeding savings) in high school graduation: …

Youth in the United States are facing an increasingly complex and perilous financial world. Economically disadvantaged youth, in particular, lack financial knowledge and access to mainstream financial institutions. Despite growing interest in youth financial literacy, we have not seen comparable efforts to improve access to financial policies and services, especially among disadvantaged youth. Instead of aiming for financial literacy, an approach widely promoted in the United States, we suggest aiming for financial capability, a concept grounded in the writing of Amartya Sen and Martha Nussbaum. Attitudes Toward Institutional Features And Savings In Individual Development Accounts: Latent Class Analysis, Chang-Keun Han, Michael Sherraden

This exploratory study focuses on classifying attitudes toward institutional features of Individual Development Accounts (IDAs). This study also examines to what extent the attitudes change and how they are associated with savings in IDAs. While attitudes toward IDAs are generally positive, latent class analysis (LCA) found 3 groups, “highly positive," “moderately positive,” and “mixed opinion.” Race is significantly associated with the classification. This study found dynamic changes in attitudes at 18 months and 48 months after the baseline interview. While attitudes became somewhat more positive for 18% of participants, they became more negative for 26%. It was also found that …

For many young people, especially minority and low-income children, attending college is a genuinely desired but elusive goal. This paper explores young children’s perceptions and expectations about attending college and potential influences on their formation. Conducted as part of a four-year study of a school-based saving for college program, this paper uses qualitative evidence from interviews with 60 children in second grade, and surveys with their parents. Using Individual Development Accounts To Save For A Home: Are There Differences By Race?, Michal Grinstein-Weiss, Kristen Wagner

Research indicates that homeownership is a key variable in wealth accumulation. Using data from the American Dream Demonstration, this study examines the performance of low-incomeblacks and whites saving for homeownership through Individual Development Accounts (IDAs), a matched saving program. Results show black IDA participants saved smaller amounts and less frequently. Furthermore, findings suggest institutional variables have different associations with savings for blacks and whites. Implications for policymakers and program administrators are discussed regarding differential targeting of race groups in the design and implementation of programs aimed toward increasing savings and assets accumulation for low-income and minority households.

The Center for Social Development (CSD) at Washington University in St. Louis collaborated with the Indonesian Ministry of Social Welfare and researchers from the State Islamic University (UIN) to design a major asset-based, poverty-alleviation pilot project in Indonesia. The government committed significant resources to this 5-year study, which formed a major part of the welfare rethinking in the Indonesian Department of Social Welfare’s five-year plan (2006-2010). This pilot study operated in impoverished localities in parallel with Indonesia’s successful microfinance program (Cooperative Micro Businesses, or KUBE program).
