To help address the rapidly rising cost of higher education—an obstacle to college access and completion for many low- and moderate-income families—it is increasingly important to save for college. This report highlights key policy considerations and challenges, along with specific strategies, to make 529 college savings plans more accessible to families of all incomes.

The Journal of Sociology & Social Welfare

This article examines the involvement of practicing social workers in one type of civic engagement: the use of political processes to promote the public good. Based on a survey of 1,274 randomly selected members of NASW, this is the largest study to date examining the involvement of social workers in political action and policy advocacy. Findings suggest that approximately half of social workers demonstrate high levels of participation in the policy process. The authors analyze the frequency with which respondents engage in specific political and policy-related activities, and compare these results to those of other studies. Family preservation services are intended to prevent the out-of-home placement (into foster care or some other alternative arrangement) of children and youth in families at risk of maltreating them. An Ecological Systems perspective of these families might suggest that a family’s context (represented by the variables of poverty, agency services, family history, and individual/caretaker characteristics) must be considered as an over-arching influence in families’ risk and outcomes. Presently alcohol policy in India takes a moral stand rather than a scientific approach towards understanding and dealing with the problem of alcoholism. To effectively address this social problem in India, public policy must take into account the nature, extent of the problem and the context in which it occurs. This literature review examines the nature, prevalence and impact of alcohol use and misuse in India, within its historical and cultural contexts, as a beginning step to inform policy. Recommendations for practice and future research directions are suggested.

Child Development Accounts (CDAs) as a matter of policy have existed for some time, though predominantly in developed countries. While there are at least a few government social programs with CDA components in the developing world, such policies have yet to gain significant traction. This paper finds that despite this lack of policy movement, CDAs do exist in developing countries in a variety of forms and delivered by a diverse group of institutions. Government-linked institutions (such as savings and post banks); non-governmental institutions (such as credit unions and NGOs); and commercial financial institutions are all innovating in CDA design and …

An important frontier in savings policy and research is the effectiveness of accounts at birth. This paper presents ideas and initial findings from the experience of American Indian nations—America’s first asset-builders—with such policies. It describes the motivations for creating “minors’ accounts,” which are offered by approximately 70 tribes. These tribes are the only jurisdictions in the nation to offer universal, unrestricted accounts for children. Increasingly, they also are using conditions and incentives to promote their policy goals. Their experiences and ideas offer important insights for mainstream policy makers and program managers (in the US and elsewhere) about how to design …

Asset Building Among Native Hawaiians: Lessons From The Kahikū Ida Program, David Rothwell

Individual Development Accounts (IDAs) are matched savings accounts that encourage asset development for individuals and families with low incomes. Unique program data from an IDA program serving 758 Native Hawaiians were used to model the probability of participating in and graduating from the IDA program. Multivariate logistic regression models show that children in the household, lack of vehicle ownership, and savings goal (education) were associated with a reduced likelihood of program participation. Participants who owned homes and had relatively high savings balances prior to starting the program were more likely to graduate. Additionally, Maui participants were more than three times …

The history we invoke in North America is often borrowed from the British poor laws, a literature that is severed from its counterpart: the histories of racial slavery, racial thinking, White bourgeois power and the making of White settler societies. The effects of severing the history of poor relief from racial classifications and racism(s) are far reaching. Several countries, including Canada, Singapore and the United Kingdom, have enacted asset-based policies for children in recent years. The premise underlying these policies is that increases in assets lead to improvement in various child outcomes over time. But little existing research examines this premise from a dynamic perspective. Using data from the NLSY79 mother and child datasets, two parallel process latent growth curve models are estimated to examine the effects of parental asset accumulation on changes in children’s math and reading achievement over six years during middle childhood. This study explores the advocacy patterns of over 200 nonprofit human service providers active in both anti-violence and anti-poverty service arenas. A mailed survey to organizations associated with three statewide advocacy organizations in New York State examined the organizational factors associated with three advocacy activities: case advocacy, public policy education, and legislative issue advocacy. Using empowerment theory, predictors that captured the degree of ethnic diversity of an organization's staff and board, and whether or not consumers served on the staff or board, and whether having social workers as advocates were examined along with other control variables to explain the conditions …

This exploratory study examined the collaborative strategy used by Tri Cities Partnership (TCP) to facilitate the collaborative process required by the United States Department of Housing and Urban Development (HUD) to receive Continuum of Care funding. The study examined partner perceptions of TCP's leadership, organizational structure, benefits and drawbacks of participation, and relationships with partners. A follow-up survey and key informant interviews explored themes related to organizational affiliation with TCP, benefits and drawbacks of participation, relationships with partners, challenges impacting the ability of TCP to facilitate collaboration and strategies for involving key stakeholders. We trace key policy changes that affected use of the Medicare home health benefit from the 1980s through the prospective payment system implemented in 2000, analyzing the impact on three measures of home care use: expenditures, users and visits. We demonstrate the impact of policies generated in the legislative, the judicial, and the executive branches of government and the gaming behavior of home health agencies in response to policy changes. Our analysis suggests that the policy itself and the implementation process are critical to understanding benefit use. However, housing policy is the result of a complex exchange among economic, political, and social agendas competing for attention within the multiple levels of local, state, and federal governments. This article intends to capture what we consider afea of the significant initiatives since 1980 that reflect these tensions and comprise our current housing policies and directions. Furthermore, we suggest additional housing issues that may need to be addressed by the next presidential administration.

The Hutubi Rural Social Security Loan program is a policy innovation in a rural area of China by loaning savings in social security accounts back to peasants for them to purchase assets for agricultural and other development.
