The purpose of this study was to conduct a descriptive and exploratory analysis of Riverside County's Independent Living Skills Program (ILSP) and its ability to prepare foster youth for successful adult transition. A vital component of this study was the exploration of perceived preparedness through the eyes of the participants enrolled in this program.

This study examined the opinions of public elementary school educators in Western Riverside County towards Child Protective Services (CPS). It also investigated whether their opinions influenced cooperation with CPS surrounding child abuse and neglect. Data was gathered from 196 public elementary school teachers from 12 elementary schools in 3 districts using a quantitative, non-standardized, group-administered questionnaire.

The fundamental structure of the public child welfare system is that of a coercive apparatus wrapped in a helping orientation. Agencies ostensibly having the mission to help are mandated to ask whether parents can be blamed for their child welfare problems, and these agencies have the power to remove children from their homes. Thus, the public child welfare agency has a dual-role structure: On one hand, the agency attempts to engage in prevention and support, and to promote family preservation; on the other hand, it also has the task of investigating complaints against parents and removing children from them. The North Portland Branch in Region 1 of the State of Oregon Children's Services Division had at the time of this study the only specialized Child Protective Service unit, where all protective service workers are under one supervisor, in that region. The supervisor and casework staff of the unit requested the study in the Spring of 1975. The purpose of the study was to provide a descriptive analysis of the unit 's time and effort on case activities.
