Kinship caregivers caring for children often lack access to services and supports they need to stabilize their families. Other kinship navigator programs have been shown to improve child permanency, child safety, child wellbeing, and adult wellbeing. This study evaluated Kinnections, a kinship navigator program provided by Wayfinder Family Services, operating since 2007 in seven counties in Northern California. Using propensity score matching, 116 kinship caregivers receiving Kinnections services were matched with 116 kinship caregivers in neighboring counties with no kinship navigator services available. The matched sample showed strong baseline equivalence on key caregiver, child, and household factors. Findings showed …

This dissertation examines predictive risk modelling (PRM) in New York City Administration for Children's Services (ACS), specifically exploring AI-enabled design features, practices, and encoded and racialized assumptions about risk in child welfare prevention services. Guided by Critical Race Theory and the Algorithmic Ecology framework, this study traces how PRM in ACS evolved from a service termination tool into a broader, largely internal surveillance apparatus that leverages families’ personal information, including health information, to assess risk of future maltreatment and to evaluate contracted service providers. The literature is replete with calls to reform the child welfare system (Dettlaff et al., 2020; Lindell et al., 2020; McTavish et al., 2018). Five child welfare organizations in one northeastern state in the U.S. participated in a pilot program to implement trauma-informed organizational change (TOC). This study explored the extent to which child welfare agencies demonstrated readiness to adopt change. The researcher used a directed content analysis approach to analyze previously collected staff meeting minutes, consultant notes, and other TOC-related documents collected during implementation. Findings support Armenakis et al.'s (2000) organizational readiness for change theory, which suggests that increased …

For example, one study found that children in foster care had 2.5- and 2.3-times higher odds of having a mental health diagnosis and developmental disability diagnosis, respectively. Data on our patient population supports these findings, revealing that 70.4% of our patients had chronic or complex chronic health conditions.

The following is a quantitative study with an explorative element conducted at Southern California University with a convenience sample of 23 social worker participants with experience in child welfare. A Qualtrics questionnaire was administered during the Fall 2023 semester and was used to assess the social workers perception, preparedness, and knowledge in providing services to transgender youth in foster care.
