This thesis reports on the initial phase of research regarding the variables related to social service and justice advocacy activities of congregations in the Minneapolis Area Synod of the Evangelical Lutheran Church in America. An extensive review of literature from a variety of disciplines and resources provides the basis for this study. Theoretical frameworks pertinent to this work include resource mobilization, ecological systems, and social justice theories as well as the contextual framework of Lutheranism's Christian beliefs. This dissertation describes the conceptual and empirical framework that guides the definition of food insecurity and hunger, the present status of federal programmatic responses, and the status of current research on the topic. It also examines relations between hunger and federal food assistance program participation. Logistic regression is utilized to build two predictor models. Model 1 predicts federal food assistance program participation from household structure, income, community characteristics, and demographics. Model 2 predicts food insecurity/hunger from household structure, income, community characteristics, demographics, and federal food assistance program participation. A multiple-case-qualitative approach was used to examine the lives of women who overcame lives of poverty. Participants were chosen from a pool of students in the Midwestern portion of the United States who previously participated in the Educational Talent Search program, a division of Upward Bound, that assists low income and at-risk students in attending college. Numerous themes were obtained from the data; however, the overarching theme for this study included the process of change. Specifically, the women spoke about the decisions they made to overcome poverty and thus begin referring to themselves as "successful." In order to provide further …

Comparison studies between Technology or Multimedia Learning Environments and Face-to-Face (F2F) Learning Environments in social work education usually show that technology works as well as F2F environments. However, they also suggest they are not interchangeable, but are dependent upon educational approaches. Otherwise, experiential learning as a main educational approach has been adopted from Council on Social Work Education (CSWE) guidelines without strong evidence of its effectiveness. In the United States, state governments legally authorize outpatient substance abuse treatment programs. In some states, programs are certified or accredited (ideal standards). Other states license programs (minimal standards). Additionally, some states authorize programs through "deemed status", which is afforded to programs attaining accreditation from a national accrediting body. Primary legal research and the National Survey of Substance Abuse Treatment Services' (N-SSATS) data were used to examine the relationships between state authorization type (certification/accreditation vs licensure with and without deemed status) and outpatient treatment program practices. A Quasi-Experimental Design: Multisystemic Therapy As An Alternative Community-Based Treatment For Youth With Severe Emotional Disturbance, Kirstin Painter

This study compared multisystemic therapy to usual services in a community mental health setting for emotionally disturbed youth with externalizing disorders. Usual services included the combination of case management with a family skills training curriculum. A secondary data analysis utilizing a pretest-post-test, quasi-experimental design was used. Eighty-seven youth were in each group and were matched based on gender (53% female, 47% male) and ethnicity (34 % African American, 54% Caucasian, 10% Hispanic, and 2% other). Findings of this study suggest that youth who received MST experienced more improved treatment outcomes across the combination of areas in their social ecology than …

The purpose of this study was to explore whether social work students could increase their clinical skills knowledge in a Clinical Skills Virtual Learning Environment (CS-VLE). The evaluation of an online exercise that was developed using experiential learning theory and other learning theories was seen as being the first step in challenging a noted theme within social work academia concerning the effectiveness of online environments in teaching clinical skills. This study assessed changes in knowledge, produced by exposure to a web-based clinical skills environment. Attitudes Toward Institutional Features And Savings In Individual Development Accounts: Latent Class Analysis, Chang-Keun Han, Michael Sherraden

This exploratory study focuses on classifying attitudes toward institutional features of Individual Development Accounts (IDAs). This study also examines to what extent the attitudes change and how they are associated with savings in IDAs. While attitudes toward IDAs are generally positive, latent class analysis (LCA) found 3 groups, “highly positive," “moderately positive,” and “mixed opinion.” Race is significantly associated with the classification. This study found dynamic changes in attitudes at 18 months and 48 months after the baseline interview. While attitudes became somewhat more positive for 18% of participants, they became more negative for 26%. It was also found that …

The Hutubi Rural Social Security Loan program is a policy innovation in a rural area of China by loaning savings in social security accounts back to peasants for them to purchase assets for agricultural and other development. It is commonly held in the education literature that parent expectations are an important factor in predicting children’s achievement in school. However, little research has been conducted on educational expectations of parents living in developing countries. In this study of Ugandans we examine whether parents save more when they are given access to Asset Development Accounts (ADAs) and financial training than parents receiving financial training but no ADAs, and/or parents with no ADA or financial training. We find that Ugandan parents who receive both an ADA and financial training experience an increase in mean wealth of US$77.4 over a two …

In response to the growing rural-urban inequality, China is undertaking a series of policy initiatives to promote rural development. In addition to redistributive policies aiming at social protection, asset-based policy, which integrates social protection and social investment, is another viable option for progressive rural development. In 1998, the Hutubi local government in the Xinjiang Uygur Autonomous Region of China implemented an innovative retirement program which allows account holders to use accounts as legal collateral to borrow small loans and invest in productive assets such as farming supplies and equipment, education, and small businesses. This study examines whether participation in Individual Development Accounts (IDAs) leads to a significant growth in assets beyond saving in the IDA accounts. Using a longitudinal experimental research design for low-income IDA participants, we test for impacts on five measures of assets: liquid assets, other financial assets, total financial assets, real assets, and total assets. Results show that, while there are no large differences in liquid and financial assets between the treatment group and the control group, IDA participants in the take-up group have more real assets and total assets than members of the control group. The United States is arguably one of the richest countries in the world. However, poverty is still an issue of great concern. This observation suggests the need for more innovative interventions to reduce severe need and create terms for meaningful participation of vulnerable individuals in economic, political, and social exchange. Using a sample of IDA program participants (N=840), who were randomly assigned to a control and experimental group, this study explores the relationship between an asset-building intervention and social inclusion from the human capabilities perspective. For many young people, especially minority and low-income children, attending college is a genuinely desired but elusive goal. This paper explores young children’s perceptions and expectations about attending college and potential influences on their formation. Conducted as part of a four-year study of a school-based saving for college program, this paper uses qualitative evidence from interviews with 60 children in second grade, and surveys with their parents. Findings suggest most of the young children in the study have a general understanding of college and have begun the process of choosing higher education. On an individual and family basis, the Earned Income Tax Credit (EITC) has important poverty alleviation characteristics. Few populations or places in the United States are as needful of the dollars provided by EITC receipt as Indian Country. The receipt of EITC will not alleviate poverty in Indian Country alone, but can be a viable start by providing thousands of dollars to families in Native communities. During the two years this project has been underway, more than 9,000 tax returns have been filed at 14 Voluntary Income Tax Assistance (VITA) sites serving Indian Country.
