This positivist research design project focused on the question: How do parish priests deal with people who are in need of therapeutic counseling? Central to this study was the hypothesis, that priests refer people to professionals, when there is no conflict expected between values and morals of the church and the values and moral of the professional therapist.

This article compares protective service workers' perceptions of sexual abuse to their percepons of ritual abuse. Perceptual elements examined include the type of problem the abuse is for victims, difficulties encountered when investigating an allegation, treatment and assessment resources available in their communities, and a comparison of their definitions of sexual and ritual abuse. The professional community has not reached a consensus on the ritual abuse controversy. Perceptions found in the literature range from the presentation of ritual abuse as a serious social problem that is distinctly different from sexual abuse to a consideration of the ritual abuse phenomenon as …

How effective are current efforts to preserve and reunify families in child welfare? In this paper we review research on programs aimed at preventing out-of-home placement of children, broader family preservation programs, and programs designed to reunify families with children in foster care.1 We examine what is known about the outcomes of these programs, relationships between service characteristics and outcomes, and the response of subgroups of clients to services.

Claims that family preservation programs result in substantial reductions in the placement of children are based largely on non-experimental studies. Such studies do not provide solid evidence of program effects. Evidence …

This paper presents an analysis of the current situation in child welfare–the explosion of foster care caseloads, the proliferation of family preservation programs, and the principles underlying these approaches–and suggests new ways of thinking about reform of the child welfare system.

We begin with a review of the increase in out-of-home care. We then tum to an analysis of the three basic principles underlying the current child welfare system: permanency, least restrictive alternative, and reasonable efforts. This study aimed to hear and understand parental voice and experience in regard to a statutory child protection system and to use this experience in the development of a model of intervention. The study was undertaken in the Kitchener-Waterloo area of Ontario and participants are, or have been, clients of Family and Children’s Services of the Waterloo Region. The study utilised grounded theory, a form of qualitative research, and data were collected via a number of in-depth interviews with each of the ten participants. Raising asset limits and creating individual development accounts have been proposed in welfare reform. In part the rationale for these proposals is that assets have positive effects on attitudes and behaviors, including long-term planning, greater work effort, and improved social connectedness. The Panel Study of Income Dynamics (PSID), between 1968 and 1972, included a wide range of attitude and behavioral measures. A qualitative research report focused on interviews with twelve rural men between the ages of 30 and 55 living for at least 10 consecutive years in a community with a population of less than two thousand persons. Most were farmers. Findings indicate that the rural male's motivation to use a professional counsellor may be greatly increased when the following three factors are attended to: (1) Professional Public Relations (PR) (advertising/marketing geared to the rural language and setting; (2) Individual men Naming their issue and Knowing someone who might be helpful (N/K) AND (3) Normalization (via PR) of knowledge that rural …

This study looks at social work education from the standpoint of lesbian students and faculty. The literature indicates that many social workers manifest signs of homophobia, and that this affects the provision of services to gay and lesbian clients. The purpose of this study is to explore how issues of same-gender sexual orientation are addressed in schools of social work and to make recommendations for change. My approach is based on the view that “knowledge” is reflective of the values and experience of those who create it and that education serves to perpetuate and reinforce dominant social values.
